Abordagem do principal-agente no contexto dos investimentos para os serviços desconcentrados em Angola

Abstract

Esta tese visa compreender o grau de incidência da racionalidade limitada no processo de decisão política, quando a abordagem do principal-agente é incorporada no Triângulo ABC e as respectivas incertezas nos resultados do ciclo programático da administração dos investimentos públicos para os serviços desconcentrado e nos impactos finais no marco das reformas do estado e a modernização da administração pública, no período de implementação do PND2013-2017. Os factores do T-ABC da racionalidade limitada têm correlação forte quando calculados individualmente e muito fortes e positivos, quando resultam do somatório dos factores, sendo significativamente forte o valor acumulado por categorias de variáveis endógenas, exógenas e residuais. Desta tese resulta a ideia de que a problemática da abordagem do principal-agente é transversal a todos os contextos e de que a racionalidade limitada incide sobre todos os níveis nas estruturas do processo de decisão política, quer os cálculos das categorias sejam realizados individualmente ou resultem da análise de conjunto, incluindo os reflexos em relação à qualidade dos resultados e dos impactos face ao desenvolvimento sectorial e do país.

The thesis aims to understand the degree of incidence of bounded rationality in the political decision-making process, when the principal-agent approach is incorporated in the ABC Triangle and the respective uncertainties in the results of the programmatic cycle of the administration of public investments for deconcentrated services and in the impacts within the framework of state reforms and the modernization of public administration, in the period of implementation of the PND2013-2017. The T-ABC factors of bounded rationality have a strong correlation when calculated individually and very strong and positive when they result from the sum of the factors, the value accumulated by categories of endogenous, exogenous and residual variables being significantly strong. This thesis gives rise to the idea that the problem of the principal-agent approach is transversal to all contexts and that bounded rationality affects all levels in the structures of the political decision-making process, whether the calculations of the categories are carried out individually or result from the analysis of the whole, including the reflexes in relation to the quality of the results and the impacts in relation to the sectoral and country development.
