A governação local no Algarve no contexto de financiamento e responsabilidades

Abstract

No presente trabalho propõe-se enquadrar, no contexto regional e nacional, a situação da Administração Local nos últimos anos e as perspectivas futuras, tendo em conta os diversos factores que para tal têm contribuído, designadamente: as diversas alterações legislativas ao nível das transferências de competências da Administração Central para a Local, o regime legal de financiamento das Autarquias Locais ou da alteração no enquadramento do Algarve para efeitos da aplicação dos fundos provenientes da União Europeia. Este trabalho está organizado em duas partes, estando a Parte I reservada ao enquadramento teórico, enquanto a Parte II contempla a aplicação prática, na qual se analisará a evolução da execução orçamental entre 2003 e 2007 para cada um dos Municípios do Algarve e para o seu conjunto, sendo analisado um conjunto de indicadores reveladores da situação orçamental, económica ou patrimonial. No final do trabalho é ainda apresentado um conjunto de anexos, onde é apresentado o método utilizado para as referenciações e citações bibliográficas, um glossário de termos e conceitos relacionados com a temática em estudo e ainda um conjunto de informação que suporta o estudo apresentado na Parte II.

ABSTRACT: The present work (essay) proposes to relate in the regional and national context, the situation of the Local Administration in the last years and the future perspectives, having in account diverse factors, that for such has contributed, namely the diverse legislative alterations to the level of the transferences of competences of the Central Administration for the Local one, of the legal regimen of financing the Local Public Authorities or the alteration in the priority justification of the Algarve region for effects of application of financial support from the European Union This work is organized in two parts, being Part I reserved to the theoretical justification, while Part II contemplates the practical application, in which will be analyzed the evolution of the budgetary execution between 2003 and 2007 for each one of the Algarve municipalities and for his assembly, being analyzed a set of revealing indicators of the budget, economic or patrimonial situation. At the end of the work is also presented a series of annexes, which set out the method used for referencing and citations, a glossary of terms and concepts related to the subject under investigation and a set of information that supports the study presented in Part II.
