Resumo: | Com a Revolução Industrial o fosso entre países ricos e países pobres foi gradualmente agravando-se o que levou à emergência da Teoria do Crescimento Económico. Paralelamente, o Estado tem a função de estimular o crescimento económico do país. É desta forma, que surge o objectivo desta dissertação de analisar a eficácia e a eficiência subjacentes à política económica nacional no contexto da Teoria do Crescimento Económico. Demonstra-se que a política económica nacional se enquadra na teoria do crescimento endógeno tendo, também, fortes ligações à teoria institucionalista/evolucionista. Os principais motores de crescimento considerados pela política económica nacional são o progresso tecnológico e a qualificação dos recursos humanos tendo como objectivo último o desenvolvimento sustentável. Contudo, com recurso à Teoria do Crescimento Económico podemos evidenciar algumas críticas relativas à acção da política económica nacional como a indiferenciação do investimento no ensino e na difusão e criação de tecnologia, os quais, segundo a Teoria do Crescimento Económico, têm uma eficiência/eficácia diferente consoante a aproximação à fronteira tecnológica. Todavia, é de salientar que a economia portuguesas não é um todo homogéneo e, por isso, não se pode aplicar o critério da aproximação à fronteira tecnológica da economia em geral, mas, sim, se possível, nos vários sectores da economia de forma a determinar qual dos investimentos seriam mais produtivos nos casos concretos, realçando, desta forma, a importância dos agentes locais na promoção dos projectos de investimento, nomeadamente centros tecnológicos, autarquias, núcleos universitários e outros organismos públicos. ABSTRACT: With the Industrial Revolution, the gap between rich and poor countries gradually worsens, leading to the emergence of the Economic Growth Theory. In parallel, the government assumes the task of stimulating economic growth. This dissertation`s objective is to analyze the efficiency / effectiveness of the national economic policy growth, in the perspective of the Economic Growth Theory. It is demonstrated that the national economic policies accommodate with the endogenous growth theory and that they also have strong connections to the institutionalism / evolutionist theory. The principal growth factors considered by the national economic policies are the technological progress and the qualification of human resources, aiming sustainable development as an ultimate goal. However, recurring to the Economic Growth Theory, some critics can be made to the national economic policies, such as not differentiating investment in education and in technology creation and dissemination, which, according to the Theory of Economic Growth, have a different efficiency / effectiveness, depending on the distance to the technological frontier. However, it is stressed out that the Portuguese economy is not a homogeneous whole, and therefore we cannot apply the approximation to the technological frontier criteria to the economy in general. Alternatively, if possible, it should be applied separately to the different sectors of the economy, in order to determine which of the investments are more productive and thus highlighting the importance of local staff in the promotion of investment projects, including technology centers, municipalities, university centers and other public administrations. |
