O papel das organizações não governamentais na implementação de políticas públicas de desenvolvimento sustentável em Moçambique

Abstract

A presente dissertação que tem como tema “O Papel das Organizações Não Governamentais na Implementação de Políticas Públicas de Desenvolvimento Sustentável em Moçambique”, tem como objetivo analisar de que forma as ONGs têm contribuído na definição e implementação das políticas públicas para o desenvolvimento sustentável em Moçambique, num contexto onde presenciamos a emergência de várias ONGs no país tanto nacionais, como estrangeiras. Estas ONGs foram surgindo no país devido a vários fatores económicos, sociais, políticos e culturais e muito têm contribuído para o seu desenvolvimento através da cooperação entre os diferentes atores nomeadamente o Estado e a população. Dado o universo das ONGs, a dissertação concentrou os seus estudos nas Organizações de carácter ambientalista, especificamente a “Operação Caco”, uma ONG nacional que surgiu através de alguns ambientalistas, com objetivo de lutar contra a questão do lixo em prol de uma sociedade cada vez mais limpa e sustentável. O estudo foi guiado pelas seguintes questões de investigação: Em primeiro lugar tentamos perceber de que forma a cooperação entre os diferentes autores auxilia a implementação de políticas públicas de ambiente para o desenvolvimento sustentável; em segundo lugar procuramos perceber o papel das ONGs na implementação das políticas públicas de desenvolvimento sustentável no país; e por fim, como capacitar as ONGs para fortalecer a sua contribuição para uma sociedade justa, pacífica e sustentável. Ao longo do trabalho, que se encontra organizado em 5 capítulos, tentamos responder a estas questões, onde no primeiro capítulo demos uma breve introdução ao nosso tema de pesquisa, do segundo ao quarto capítulo desenvolvemos a pesquisa, dando um panorama primeiro internacional e no fim nacional acerca do tema em investigação, e finalmente no último capítulo demos a nossa conclusão sobre a pesquisa e algumas sugestões para trabalhos futuros.

The present dissertation entitled “The Role of Non-Governmental Organizations in the Implementation of Public Policies of Sustainable Development in Mozambique”, aims to analyze how NGOs have contributed to the definition and implementation of public policies for sustainable development in Mozambique, in a context where we witnessed the emergence of various NGOs in the country, both domestic and foreign. These NGOs have emerged in the country due to various economic, social, political and cultural factors that have also greatly contributed to their development through cooperation between the different actors, namely the state and the population. Given the universe of NGOs, this study was focused on environmentalist Organizations specifically "Operation Caco". Operation Caco is a national NGO that emerged through some environmentalists, with the aim of combating the issue of garbage for a society cleaner and more sustainable. The study was guided by the following research questions: Firstly, we try to understand how the cooperation between the different authors helps on the implementation of public environmental policies for sustainable development; Secondly, we seek to understand the role of NGOs in the implementation of public policies for sustainable development in the country. and finally, how to empower NGOs to strengthen their contribution to a just, peaceful and sustainable society. Throughout the work, which is organized in 5 chapters, we try to answer these questions. In the first chapter we gave a brief introduction to our research theme our research theme from. The second to the fourth chapter we developed the research, giving first and international overview about the topic under investigation and a national overview at the end, and finally in the last chapter we gave our conclusion and some suggestions for future work.
