dc.description.abstractA poluição atmosférica, enquanto conjunto de poluentes nocivos e de pequenas partículas de poeiras, é um problema que acompanha as pessoas ao longo da sua vida e que se intensifica, cada vez mais, enquanto resultado da crescente urbanização. Estando entre os maiores fatores de risco para a saúde humana, a poluição atmosférica tem uma vasta influência no bem-estar da população, estando por detrás do aumento do número de casos diagnosticados com problemas no sistema respiratório e cardiovascular e também milhões de mortes prematuras anuais em todo o mundo. A legislação nacional é o pilar para uma gestão eficiente da qualidade do ar, sendo que, um dos instrumentos legais aplicados são as normas da qualidade do ar. A essência por detrás destas normas envolve a regulamentação de determinados poluentes atmosféricos através do estabelecimento de valores limite, que correspondem a concentrações que não devem ser excedidas num determinado período de tempo e espaço. No contexto desta dissertação, foram analisadas as normas de qualidade do ar de 124 países, compiladas através da base de dados de uma plataforma web, denominada Airlex. Mais especificamente, pretende-se disponibilizar e analisar os valores limite para seis poluentes principais (PM10, PM2,5, O3, NO2, SO2 e CO), estabelecidos nessas normas, comparando-os com os valores de referência estabelecidos pela OMS. Em complementaridade analisa-se a relação entre o disposto nas normas e os níveis de qualidade do ar observados nos respetivos países, de forma a averiguar o cumprimento das mesmas. O trabalho passou ainda pela revisão e atualização dos campos de consulta da plataforma Airlex, com o acréscimo de informação relativa a treze novos países. Foi possível aferir que, de entre todos os poluentes analisados, o PM2,5 é aquele que apresenta uma menor cobertura, regulamentado apenas por 56% do número de países analisados. Por outro lado, os poluentes com maior cobertura são o NO2 (99%) e SO2 (98%). Em relação à comparação dos valores limite com os valores de referência da OMS, existe uma grande discrepância entre os mesmos, no entanto essa manifesta-se menos para o caso do NO2. Por último, no que toca ao cumprimento das normas definidas pelos países, constatou-se a dificuldade em encontrar informação relativa aos níveis de qualidade do ar para todos os países à escala mundial, dificultando assim esta parte da análise.pt_PT
dc.description.abstractAir pollution as a mix of harmful gases and small particles of dust, is a problem that accompanies people throughout their lives and that has been increasing more and more, as a result of increasing urbanization. Being among the major risk factors to human health, air pollution has a great influence in the population wellbeing and is the reason behind numerous cases of people diagnosed with conditions affecting the cardiovascular and respiratory system and, also millions of annual early deaths all around the world. The cornerstone of an efficient air quality management is the national legislation, with air quality standards being one of the legal instruments applied. The essence behind these standards involves the regulation of air pollutants through the establishment of limit values, which correspond to concentrations that shall not be exceeded in a given time period and space. In the context of this dissertation, the air quality standards of 124 countries, gathered in the Airlex platform, were analyzed. More specifically, it is thus intended the display and analyses of the limit values of six major pollutants (PM10, PM2,5, O3, NO2, SO2 e CO), set out in these standards, comparing them with the WHO air quality guidelines and also verifying the relationship between the standards and the air quality levels observed in the respective country, in order to ascertain compliance with them. The work also implied the review and update of the query fields of the Airlex platform, with the addition of information regarding thirteen new countries. It was possible to verify that, among all the pollutants, PM2,5 is the one with the lowest coverage, regulated only by 56% of the countries analyzed. On the other hand, the pollutants with greatest coverage are NO2 (99%) and SO2 (98%). Regarding the comparison between the limit values and the WHO guidelines, there is a noticeable discrepancy which is less evident in the case of NO2. Lastly, in terms of compliance with the national standard of each country, it was noted that is very difficult to find information on air quality levels for all countries worldwide, thus making this part of the analysis difficult.pt_PT
