Abstract: O contexto de desenvolvimento da atividade no sector da Arquitetura, Engenharia e Construção (AEC) em Portugal caracteriza-se por um ambiente de ampla diversificação de matérias e temas, dificultando a sistematização e o tratamento da informação e comunicação. O sector apresenta menor produtividade quando comparado com outras atividades industriais e, existe uma preocupação dos seus agentes no estudo e apresentação de propostas para a sua melhoria. A pulverização legislativa e normativa do sector, a inexistência de normalização e estandardização dificultam o tratamento da informação e da comunicação entre todas as fases dos seus processos. A fase, objeto desta dissertação, de execução de medições e orçamentação que antecede a gestão e o controlo de obras de construção civil, também padece dos mesmos problemas, o que permite afirmar a oportunidade da abordagem deste tema com o objetivo de contribuir para a melhoria dos instrumentos e procedimentos para a sua operacionalidade. Saber o que se faz, principalmente na Europa e nos países lusófonos entre outros, sobre a uniformização de processos e estandardização da informação no sector da AEC, pode ajudar a melhor compreender o estado do sector em Portugal. Nesse sentido em Portugal, o Laboratório Nacional de engenharia Civil (LNEC) promoveu o “Curso Sobre Regras de Medição na Construção” (CRMC), que pretendeu uniformizar a organização das medições assim como, estabelecer critérios comuns na sua execução. Embora nem sempre utilizada, continua a ser das mais completas e úteis ferramentas e, como tal, serviu de base para o desenvolvimento da proposta de organização mais recente, o Protocolo para a Normalização da Informação Técnica na Construção, ou simplesmente ProNIC, que propõe uma nova ordem de agrupamento de tarefas, contribuindo como proposta para a melhoria da sistematização e organização da informação do sector. Observando a caracterização das empresas instaladas no sector e no mercado da construção civil sabe-se que a maioria são, quanto à sua dimensão, Micro ou PME, e sabe-se do seu défice na utilização de Sistemas de Informação (SI) e de Tecnologias de Informação e Comunicação (TIC). Será útil a necessidade de compreender esse facto e as razões desse défice, e apresentar possíveis soluções para incrementar o uso de SI, TIC ajustados às suas especificidades e particularidades. Não obstante existirem propostas e ferramentas específicas para o sector nesta área da medição, orçamentação e controlo de obras, constata-se que raramente são utilizadas em micro e pequenas empresas, essencialmente por inércia e hábitos instalados, mas também por ausência de qualificação e afetação de recursos, generalizando-se a utilização nos seus processos de comunicação e gestão, de folhas de cálculo, articuladas ou não em macros, com todas as virtudes mas também limitações, tornando-se o sector refém e muito dependente deste método e ferramenta. Assim, faz-se referência a uma ferramenta especificamente criada e desenvolvida para este efeito, que pelas suas características se admite ser um bom auxiliar no tratamento da informação, assente em indispensáveis bancos de dados já organizados, seguindo as diretivas do LNEC e do que se conhece do processo ProNic, podendo ser utilizada por empresas de qualquer dimensão, mas em particular dirigida para a maioria das necessidades das Micro e PME, para o processamento não só da orçamentação, mas principalmente para facilitar a execução e o controlo de obra
The context of development of activity in the sector of Architecture, Engineering and Construction (AEC) in Portugal is characterized by an environment of wide diversification of subjects and themes, making the systematization and treatment of information and communication difficult. The sector has lower productivity when compared to other industrial activities, and there is a concern among its agents in the study and presentation of proposals for its improvement. The legislative and normative dispersion of the sector, the lack of normalization and standardization, hinder the treatment of information and communication between the different actors, and during all phases of their processes. The phase, object of this dissertation, measurement and budgeting, which precedes the management and control of civil construction works, also suffers from the same problem of lack of productivity, making it opportune to approach this topic, with the objective of contributing to the improvement of instruments and procedures that improve their interoperability. Knowing what is being done, mainly in Europe and in Portuguese-speaking countries, and others, about the standardization of processes and standardization of information in the (AEC) sector, can help to better understand the state of this matter in Portugal. In this sense, in Portugal, the National Civil Engineering Laboratory (LNEC) promoted the “Course on Measurement Rules in Construction” (CRMC), a valuable assistant who intended to organize and systematize the measurements, as well as to establish common criteria in their execution. Although not always used, it remains one of the most complete and useful tools. It was the basis for the development of the most recent organization proposal, the Protocol for the Standardization of Technical Information in Construction, or simply (ProNIC), which proposes a new classification and order of grouping tasks, contributing with a new proposal for the improvement of systematization and organization of sector information. By characterizing the companies installed in the sector and in the civil construction market in terms of their size, it is known that the majority are Micro or SMEs, and is also known their deficit in the use of Information Systems (IS) and Information Technologies and Communication (ICT). Then It will be useful to understand the reasons for this fact and this deficit, and to present contributions to possible solutions in increasing the use of IS and ICT, adjusted to their specificities and particularities. Although there are specific proposals and tools for the sector in this area of measurement, budgeting and control of works, it appears that they are rarely used in micro and small companies, essentially due to inertia and installed habits, but also due to the lack of qualification and allocation of resources, generalizing the use in their communication and management processes, of spreadsheets, articulated or not in macros, with all its virtues but also its limitations, making the sector hostage and very dependent on this method and tool . A product of this concern, and the result of this reflection, we refer to a tool specifically created and developed for this purpose, which, due to its characteristics, is admitted to be a good auxiliary in the treatment of information, not dispensing the respective databases, organized according to the directives of the ProNic / LNEC, with particularity of being able to be used by companies of any size, and in particular directed to the majority of the needs of Micro and SMEs, in the processing not only of the budgeting, but mainly to facilitate the execution, the management and the control of constructions.
