Abstract: Ao considerar-se que o Governo é o órgão máximo de condução da política geral do país, a Constituição atribui-lhe uma parcela da chamada função política, isto é, exercício de tarefas de direção política materialmente caracterizadoras da orientação da atividade do Estado. Como um dos fins dos Governos é estudar e apresentar propostas de solução para os diversos problemas com que a sociedade se debate e estando as questões demográficas e de população na ordem do dia, neste trabalho analisam-se as propostas (ou ausência delas) constantes nos Programas dos Governos Constitucionais da III República (Portugal) em matéria de Políticas de População, ou de políticas/medidas com impacto direto sobre a evolução e características da população em que se inserem as políticas sociais. A análise das Políticas de População foi feita através do levantamento das agendas governamentais, indicando-se (analisando-se) os temas e propostas que mereceram a atenção dos decisores políticos em matérias que refletem preocupações sobre o “estado da população”. Tendo por base as definições de Políticas de População e suas componentes apresentadas e discutidas no enquadramento teórico da pesquisa, são três as questões centrais de investigação a que se pretendeu dar resposta, a saber: Questão 1: Nos Programas dos Governos Constitucionais, qual a importância das Políticas Públicas que respondem a questões de população em três dimensões selecionadas: fecundidade, migrações e envelhecimento da população? Questão 2: Que políticas e/ou medidas, isoladas ou interligadas, foram formuladas por cada Governo em relação a três dimensões de análise: fecundidade, migrações e envelhecimento da população? Qual o sentido dessas políticas e/ ou medidas? Questão 3: Em termos de Políticas de População são visíveis diferenças significativas entre Governos com orientação política distinta?
Considering that the Government is the highest governing body of the general policy of the country, the Constitution assigns it a portion of the so-called political function, that is, the exercise of tasks of political direction that characterize the orientation of state activity. As one of the purposes of Governments is to study and present solutions to the various problems facing society and with demographic and population issues on the agenda, this paper analyzes the proposals (or their absence) contained in the Programs of the Constitutional Governments of the III Republic (Portugal) on Population Policies, or policies / measures that have a direct impact on the evolution and characteristics of the population in which social policies are inserted. The analysis of Population Policies was made through the survey of government agendas, indicating (analyzing) the themes and proposals that deserved the attention of policy makers in matters that reflect concerns about the “state of the population”. Based on the definitions of Population Policies and their components presented and discussed in the theoretical framework of the research, there are three central research questions to be answered, namely: Question 1: In the Constitutional Governments Programs, how important are Public Policies that respond to population issues in three selected dimensions: fertility, migration and population aging? Question 2: What policies and / or measures, isolated or interconnected, were formulated by each Government in relation to three dimensions of analysis: fertility, migration and aging of the population? What is the meaning of these policies and / or measures? Question 3: In terms of Population Policies are significant differences visible between Governments with different political orientation?
