Abstract: Esta dissertação analisa o domínio da segurança e defesa desde a criação do projeto europeu até 2018, com ênfase no Tratado de Lisboa. A importância da segurança e defesa como vertente da política externa e de segurança comum vem sinalizando à União Europeia a possibilidade de maior integração dos Estados-membros. No entanto, esta vontade está condicionada aos fatores internos e externos que vêm se constituindo em desafios contemporâneos aos decisores europeus. A União Europeia já é um ator económico relevante no sistema internacional, mas também vem desejando um maior protagonismo militar e, neste sentido, criou e vem aperfeiçoando suas instituições, estruturas e mecanismos de governança para reforçar e consolidar a integração no plano da segurança e defesa com o propósito de alcançar a tão desejada defesa comum. Com o objetivo de contribuir para a reflexão da evolução desta dimensão, foram destacadas as principais características da europeização da política externa e de segurança comum em Portugal, apesar das suas particularidades atlantista e como membro fundador da Organização do Tratado do Atlântico Norte. Essas marcas ainda continuam internalizadas nas forças armadas portuguesas, mas vêm se transformando na medida em que as políticas europeias de segurança e defesa avançam para atender um novo contexto regional e global. Alguns países foram utilizados como exemplo na identificação de aspetos que marcaram o fenómeno da europeização da segurança e defesa, demonstrando, assim, que Portugal, ao aderir à União Europeia, redirecionou a sua política externa e passou a contribuir com a política europeia de segurança e defesa num novo horizonte e com novos desafios.
This dissertation analyzes the sector of security and defense since the creation of the european project until 2018, with emphasis on the Treaty of Lisbon. The importance of security and defense as a part of the common foreign and security policy is indicating to the European Union the possibility of more integration of the member states. However, this desire is conditioned by the internal and external factors that have become contemporary challenges for european decision makers. The European Union is already a relevant economic actor in the international system, but it has also been wishing a greater military protagonism and, in this sense, it has created and improved its institutions, structures and governance mechanisms to strengthen and consolidate security and defense integration in order to achieve the desired common defense. In order to contribute to the reflection on the evolution of this dimension, the main features of the europeanization of the common foreign and security policy in Portugal were highlighted despite its characteristics as Atlanticist and as a founding member of the North Atlantic Treaty Organization. These brands remain still internalized in the portuguese armed forces but have been changing according as european security and defense policies advance in a new regional and global context. Some countries have been used as an example in identifying aspects that have characterized the phenomenon of the europeanization of security and defense, demonstrating that after joining the European Union, Portugal has redirected its foreign policy and has been contributing to the european security and defense policy in a new horizon as new challenges.
