Plataforma de mapeamento de acidentes rodoviários

Abstract

Uma das principais causas de morte em Portugal e na União Europeia é a sinistralidade rodoviária. É por isso importante analisar e implementar medidas que levem a uma redução da mesma. Para tal convém desde logo possuir as ferramentas corretas para a recolha de informação sobre sinistros, após a sua ocorrência, sendo que em Portugal se recorre a formulários em papel, denominados por BEAV (Boletim Estatístico de Acidentes de Viação), por parte da Autoridade Nacional de Segurança Rodoviária (ANSR). A presente dissertação tem como objetivo principal desenvolver uma solução informática que permita facilitar o preenchimento e submissão de relatórios BEAV da ANSR. A solução divide-se em três fases. A primeira fase focou-se na criação de uma aplicação para smartphones com o sistema operativo Android, que permite o preenchimento e submissão de relatórios BEAV da ANSR de forma rápida e intuitiva, que, entre outras funcionalidades, recorre ao sistema de GPS presente no aparelho para obter as coordenadas exatas do sinistro rodoviário, assim como à camara do mesmo para tirar e armazenar fotografias específicas do sinistro. Para armazenar os dados de cada formulário preenchido, a segunda fase consistiu na criação de uma base de dados relacional, com tabelas independentes para cada página do formulário, recorrendo a chaves estrangeiras para relacionar as mesmas, tendo como comum ou a variável “id_acidente”, ou “id_veículo” (que está por sua vez relacionada diretamente com o “id_acidente”). Para a terceira fase desenvolveu-se uma página WEB para apresentar um mapa onde todos os acidentes registados na base de dados, recorrendo às coordenadas GPS submetidas pela aplicação, são localizados. A partir dessa página será possível analisar os pontos quentes onde se concentram sinistros rodoviários, de forma a possibilitar estudar e implementar soluções onde estas terão maior impacto.

One of the main causes of death in Portugal and in the European Union is road fatalities. It is therefore important to analyze and implement measures that lead to a reduction of it. To this end, it is appropriate to have the correct tools for the collection of information after such occurrence. In Portugal, paper forms, called BEAV (Statistical Bulletin of Road Accidents), are used by the National Authority Road Safety (ANSR) to such purpose. The main objective of this dissertation is to develop an application for smartphones to facilitate the filling and submission of BEAV reports of the ANSR. The solution is divided into three phases. The first phase focused on the creation of this application with the Android operating system, which allows the completion and submission of ANSR BEAV reports in a fast and intuitive way, which, among other features, uses the GPS system in the device to obtain the exact coordinates of the road accident, as well as to the camera to take and store specific photographs of the accident. To store the data of each completed form, the second phase consisted in the creation of a relational database, with independent tables for each page of the form, using foreign keys to relate them, having as common element either the variable "id_acidente", or "id_veículo" (which is in turn directly related to the "id_acidente"). For the third phase a WEB page was developed to present a map where all the accidents recorded in the database, using the GPS coordinates submitted by the application, are located. From this page it will be possible to analyze the hotspots where traffic accidents are concentrated, in a way to allow the study and implementation of solutions where they will have the greatest impact.
