Relatório de estágio: os subsídios ao investimento nas autarquias locais: o caso do município de Felgueiras

Abstract

Com a elevada escassez de recursos financeiros presentes nas autarquias locais, torna-se necessário recorrer ao apoio externo dado, maioritariamente, por parte da União Europeia para a construção de várias infraestruturas, como centro escolares, redes de água e saneamento, entre outras. Estas infraestruturas visam desenvolver, em muitos casos, as zonas mais desfavorecidas potenciando o seu desenvolvimento e crescimento, sendo acima de tudo de extrema importância para as autarquias locais. Neste sentido, o presente relatório de estágio tem como objetivo apresentar o trabalho realizado durante um período de 6 meses na Câmara Municipal de Felgueiras, onde se faz uma análise teórica do setor público em Portugal, bem como das formas de financiamento mais comuns das autarquias locais, mais especificamente dos subsídios ao investimento e pela relevância que assumem. Relativamente aos subsídios ao investimento na Câmara Municipal de Felgueiras, o estágio incidiu na análise, em termos globais, dos subsídios ao investimento no exercício de 2017, nos seus movimentos e impactos nas demonstrações financeiras, terminando com a análise de algumas candidaturas, com a verificação de todo o processo de contabilização e com registo no programa informático da autarquia, o SIGMA.

The present internship report, aims to present the work carried out during a period of 6 months in the Felgueiras City Hall. With the high shortage in financial resources in the local municipality, it is necessary to appeal to external support, mainly given by the European Union, for the construction of diverse infrastructures, such as school centers, water and sanitation networks, among others. These infrastructures aim to develop the most disadvantaged areas, in many cases boosting their development and growth, and are extremely important for local municipalities. Therefore, this report aims to analyze the various support given to local mucicipalities, namely to the Felgueiras City Hall, where the internship was held. In this way, the work went through the theoretical analysis of the public sector in Portugal, as well as the more common forms of financing the local municipalities, more speci cally the subsidies to the investment, for the relevance that they assume. Regarding the investment subsidies in the Felgueiras City Hall, the internship focused on the investment subsidies in 2017, in its movements and impacts on the financial statements, ending with the analysis of some applications and with the verification of the whole process accounting and registration in the computer program of the municipality.
