dc.description.abstractO estudo sobre o passado histórico da ação de supervisão, no Brasil, revela que ela esteve muito associada a práticas de controlo e fiscalização numa perspetiva tecnicista, formatada pelas lógicas burocrático-racionais. As múltiplas designações e a falta de profissionalização específica na área de atuação poderão ser alguns fatores que têm vindo a contribuir para essa situação. A falta de legislação enquadradora desta atividade é também considerada um dos pontos a refletir. Atualmente, os supervisores atuam nas escolas da Rede Estadual e Municipal de ensino e atuam, especialmente, como elos de ligação entre os órgãos oficiais do poder central ou local e a escola desenvolvendo, especialmente, atividades burocráticas em detrimento das atividades de mediação pedagógica. A maioria dos profissionais são docentes concursados com formação em pedagogia e, muitos, já exerceram funções em gestão escolar. Normalmente. O processo de recrutamento destes profissionais é feito, via concurso, pelas Secretarias de Educação do Estado e do Município. O Projeto Lei nº 4.106-A, de 2012 procura colmatar uma lacuna: a falta de regulamentação da profissão de supervisor pedagógico e que acaba por influenciar na falta de critérios para a atribuição de funções de supervisão, em cada escola. Contudo, o Projeto de Lei nº 4.106-A, de 2012 foi rejeitado pela Comissão de Educação a 23 de outubro de 2013. Em 16 de novembro de 2016, a Comissão de trabalho de Administração e Serviço Público aprovou o diploma e, neste momento, aguarda análise e parecer da Comissão de Constituição e Justiça e Cidadania e Plenário. Considerando nós que este projeto de lei é importante para a definição da supervisão e do papel do supervisor educacional, elegemos este documento como o objeto de análise na nossa investigação empírica, tentando perceber se o discurso político veiculado pelo projeto de lei se encontra ou não em sintonia com as conceções de supervisão educacional defendidas pela investigação na áreapt_PT
dc.description.abstractThe study of the historical past of the supervisory action in Brazil reveals that it was closely associated with control and supervisory practices in a technical perspective, modeled by bureaucratic-rational logics. The multiple designations and the lack of specific professionalization in the area of operation may be some factors that have contributed to this situation. The lack of legislation that framed this activity is also considered one of the points to reflect. Currently, supervisors work in the schools of the State and Municipal Network of education and act, especially, as links between official bodies of central or local government and the school, especially developing bureaucratic activities to the detriment of pedagogical mediation activities. Most of the professionals are teachers with a degree in pedagogy and many have already held positions in school management. Normally, the process of recruiting these professionals is done, through a competition, by the State and Municipal Education Departments. Project Law No. 4,106-A, of 2012 seeks to close a gap: the lack of regulation of the teaching supervisor profession ends up influencing the lack of criteria for the assignment of supervisory functions in each school. However, Bill No. 4,106-A of 2012 was rejected by the Education Commission on October 23, 2013. On November 16, 2016, the Public Administration and Public Service Commission approved the diploma and, at the moment, awaits analysis and opinion of the Commission on Constitution and Justice and Citizenship and Plenary. We believe that this bill is important for the definition of supervision and the role of the educational supervisor. We chose this document as the object of analysis in our empirical research, trying to understand whether or not the political discourse conveyed by the bill is in line with the conceptions of educational supervision advocated by research in the areapt_PT
