On the margins of Europe: Britain and European integration, 1945-1997

Abstract

Taking Britain’s contested and difficult relationship with the European Community/Union as a crucial facet of Britain’s post-war political and cultural development, this thesis has set itself to study the nature of this relationship. It does so by first outlining the development of the European Community into the European Union of today as a historical process, as a participant in global affairs and as a collection of member states engaged in economic, political, and cultural integration. Against this background, it examines Britain’s role in the processes of European reconstruction between the years 1945-1990 in order to elucidate the reasons and attitudes underpinning its lack of commitment to a future in Europe. British participation in the European Community during this period is found to be characterised by an attachment to the past, a commitment to maintaining its relationship with America, and a reluctance to engage with a European Community set up by others. There follows an appraisal of reactions in Britain to the ratification of the Treaty on European Union and its commitment to Economic and Monetary Union during the period between the signing of the Treaty of Maastricht in 1991 and the Treaty of Amsterdam in 1997. These years reveal the public stance on European integration in Britain drifting from reluctant euro-scepticism to outspoken anti-europeanness. This antieuropeanness feeds upon the ‘history’ of British participation in the construction of the EC/EU and the themes and prejudices which evolved over the preceding four and a half decades. A final part of the dissertation focuses on the question of cultural perceptions of Britishness and how these are articulated in opposition to an ‘imagined’ Europeanness, as constructed within the context of the EC/EU.

Tomando o difícil e contestado relacionamento da Grã-Bretanha com a Comunidade/União Europeia enquanto faceta crucial do desenvolvimento político e cultural da Grã-Bretanha do pós-guerra, a presente dissertação propõe-se estudar a natureza desse mesmo relacionamento. E fá-lo primeiramente pela descrição do desenvolvimento da Comunidade Europeia para a União Europeia dos nossos dias enquanto processo histórico, enquanto organização internacional e enquanto conjunto de Estados Membros envolvidos em integração económica, política e cultural. Neste quadro, examina o papel da Grã-Bretanha nos processos de reconstrução Europeia no período compreendido entre 1945 e 1990 de modo a esclarecer as razões e atitudes que se encontram na base da ausência de empenhamento da Grã-Bretanha num futuro na Europa. Encontra este período caracterizado por uma série de motivos que indicam a ligação Britânica ao passado, a sua relação com a América, e a sua inadequação relativamente a uma Comunidade Europeia concebida por outros. Segue-se um levantamento das reacções Britânicas à ratificação do Tratado da União Europeia e ao seu comprometimento à União Económica e Monetária durante o período da assinatura do Tratado de Maastricht em 1991 e do Tratado de Amsterdão em 1997. Este período, na Grã-Bretanha, foi caracterizado pela passagem de um euro septicismo relutante a um declarado sentimento anti-europeu. Este sentimento antieuropeu fundamenta-se na “história” da participação Britânica na construção da CE/UE e os temas e preconceitos que se desenvolveram nas cinco décadas anteriores. Uma parte final da dissertação centra-se na questão das percepções de “Britanicidade” e de como estas se articulam por oposição a um Europeismo “imaginado”, tal como construído no contexto da CE/UE.
