Planeamento de redes e serviços de telecomunicações

Abstract

A rápida evolução das redes de acesso vai disponibilizar para os mercados empresarial e doméstico serviços de banda larga. Os serviços existentes e a disponibilizar no futuro, associados à liberalização dos mercados, vão criar condições para que os diversos operadores tenham a atracção de vir a instalar no terreno as suas próprias infra-estruturas. Se esta evolução não for acompanhada de regulamentação adequada corre-se o risco de multiplicar desnecessariamente algumas daquelas infra-estruturas, resultando daí custos sociais, ambientais e económicos indesejáveis. Importa por isso conhecer quais são as verdadeiras expectativas das populações e dos agentes económicos em termos de serviços de telecomunicações e a partir daí introduzir estratégias de planeamento adequadas, de modo a evitar alguns dos inconvenientes já referidos. O presente trabalho procura fazer uma abordagem sobre as perspectivas de evolução das redes de acesso local e sobre a implantação das respectivas infra-estruturas no domínio público. Nessa abordagem, será dada relevância à prioridade do interesse público e dos utilizadores relativamente ao interesse económico dos operadores de telecomunicações. São abordadas questões com grande actualidade, nomeadamente a partilha de recursos pelos vários operadores licenciados e as m edidas que importa levar a efeito para evitar impactos ambientais negativos.

The fast evolution of access networks will soon provide widespread availability of broadband services for business and residential markets. Existing and emerging services, associated with market liberalization will create potentially attractive conditions for the diverse operators to install their own infrastructures in the ground. If this evolution is not accompanied by adequate regulation there is a risk of unnecessary multiplication of some of those infrastructures, from there resulting undesirable social, environmental and economic costs. It is therefore of great relevance to know which are the true expectations of the populations and economic agents in terms of telecommunication services and from there deriving appropriate planning strategies of, in order to prevent from an early stage some of the previously mentioned inconveniences.

The present work attempts to make an approach to local access networks evolution perspectives as well as the installation of their infrastructures in the public domain. It will be relevant the priority of the public interest and users interest compared to the economical interest of telecommunications operators. They are boarded questions with great importance at present, nominated the share of features by different licensed operators and the measures that matter to prevent major environmental impacts.
