The IP technology is to be used for an every time larger fan of services. It’s expansion, in terms of the volume and type of traffic, or in terms of the number and type of accesses, forces the network service providers to adjust them to this situation. However, they must make profit of the investment made, in terms of local network and in terms of switching equipment. In a dialing connection to the Internet it is previously established a way, by signaling, through the circuit switching network between the customer's equipment and its ISP. In the access network, in the interconnection network and in the different digital circuit switches, each IP connection occupies a 64Kbps b i-directional channel during all the duration of the call, even when didn't flow IP traffic. The different characteristics between the voice traffic and the traffic IP, forces to a necessary adaptation of the actual telephone network, projected for voice service, to the transport of data. The mass access to the Internet, by dialing the access number PSTN/ISDN of the ISP destiny using “flat-rate” services type, make congestion problems in the local switch’s, projected for telephone traffic with low period of time of real access occupation. It’s urgent to make more profitable the bandwidth occupied for the data connections, in special the connections made for access to the Internet, through network solutions and protocols that allow the multiplex of several users on the same bandwidth. In the present document is made a general characterization of the actual state of the telephone network and of the Internet access in Portugal, where is made an approach to the different constraints of the actual ISPs access. Afterwards, it is made a theoretical approach to the different topological network solutions for the IP traffic “off-load” and to the different generic functions necessary to implement the equipment that integrate the several solutions. Soon after it is made a presentation of the commercial, or in development, technological solutions for the IP traffic “off-load”, with the objective of the best use of the PSTN/ISDN network. Using the previous information in this dissertation, a solution is finally presented, with some variants, for the IP traffic “off-load”/multiplex in the access network, in a way to connect several customers on the same bandwidth, facilitating a best profit of the bandwidth available in the PSTN/ISDN network. Finally the main conclusions are systematized and pointed some tracks for future work on this theme and others related.
