Diagnóstico da gestão de resíduos em embarcações de pesca

Abstract

Desde a descoberta da Grande Ilha de Lixo do Pacífico em 1997 que a poluição marítima causada por resíduos sólidos ganhou novo destaque. Apesar da maioria do lixo marinho ter origem em fontes terrestres é importante estudar a fração proveniente de origem marítima devido ao aumento da contribuição desta fração causado por diversas fontes pontuais como o caso das embarcações marítimas (piscatórias ou de transporte) que representam cada vez mais um incremento nas quantidades de resíduos sólidos dispostos no mar tendo a sua representatividade global aumentado substancialmente nos últimos anos. Existe legislação de combate à descarga ilegal de compostos tóxicos e de resíduos gerados a partir de embarcações e surgiram regulamentos para a criação de meios portuários de receção, mas por ser uma matéria recente ainda apresenta alguns constrangimentos ao nível da fiscalização, entre outros aspetos limitantes da sua aplicação. Este projeto teve como objetivos identificar e classificar a tipologia de resíduos gerados a bordo de embarcações de pesca, verificar a sua gestão e apresentar medidas e boas práticas aplicadas. Para isso procedeu-se ao contato com entidades relacionadas de alguma forma à indústria piscatória na forma de entrevistas semiestruturadas e visitas a instalações e embarcações de pesca. A gestão dos meios portuários e de embarcações foi verificada com sucesso, com atenção especialmente ao enquadramento legal. As instituições contatadas e envolvidas no processo piscatório demonstraram sensibilidade com esta problemática e descreveram os seus métodos de gestão e limitações recorrentes. Boas práticas como projetos de sensibilização e educação, projetos de recolha e equipamentos para a melhoria da gestão de resíduos foram enunciados e analisando as vantagens e limitações conclui-se que são opções de futuro

Since the discovery of the Great Pacific Garbage Patch in 1997, maritime pollution from solid waste has gained a new focus. Although most of the marine litter originates from land-based sources, it is important to study the fraction derived from maritime sources due to the increase in the contribution of this fraction caused by several point sources such as the maritime (fishing or transport) vessels that represent an increasing number in the quantities of solid waste disposed at sea because their overall representativeness increased substantially in recent years. There is legislation to combat the illegal dumping of toxic compounds and waste generated from ships and regulations have been introduced for the creation of port reception facilities, but because this is still a recent issue, there are some limitations in terms of oversight, among others. This project had the objectives to identify and to classify the type of waste generated on board of fishing vessels, verify their management and present measures and good practices applied. To do this, contact with entities related in some way to the fishing industry were made in the form of semi-structured interviews and visits to fishing facilities and vessels. The management of vessels and port facilities were successfully verified with particular attention to the legal framework. The institutions contacted and involved in the fishery process showed awareness with this problem and described their management methods and most usual limitations. Good practices like awareness and education projects, waste collection projects and equipment for the improvement of waste management were listed and it was concluded that they are options for the future
