Abstract: | Com esta tese procura-se encontrar respostas estratégicas possíveis
para as P.M.E. e, concretamente, averiguar como estão, na realidade, a
actuar e, se existe algum desfasamento entre a teoria e a prática..
Assim, depois da revisão da literatura, é proposto um modelo para
análise e desenvolvimento das estratégias de internacionalização das
empresas portuguesas, especialmente as P.M.E. industriais. Tendo
como ponto de partida a análise da cadeia de valor, o modelo baseia-se
numa visão integrada do processo estratégico, pondo em destaque a
necessidade de especialização e adopção de formas de cooperação e a
importância da proximidade ao cliente e do conhecimento dos mercados.
O estudo empírico consistiu na aplicação do modelo à análise das
estratégias seguidas pelas empresas portuguesas de um dos sectores
mais competitivos - a indústria do calçado - caracterizado pelo acentuado
predomínio de empresas de pequena dimensão. Dos resultados
apurados pode concluir-se que as empresas portuguesas do calçado têm
vindo a evoluir de uma estratégia baseada nos reduzidos custos
(sobretudo da mão de obra), para uma estratégia de diferenciação,
fundamentalmente à custa de um esforço de investimento em novas
tecnologias de produção que lhes permite obter vantagens competitivas
em flexibilização e rapidez de resposta. Mas, por outro lado, as formas
de comercialização são demasiado conservadoras (assentes
fundamentalmente na exportação directa e distribuição por agentes).
Além disso, a par de uma excessiva concentração geográfica no
mercado europeu, não se regista grande apetência por estratégias de
foco, não se atribui grande importância quer à cooperação, que quando
existe é fundamentalmente de subordinação, quer quanto ao
desenvolvimento de capacidades a montante e a jusante da produção, o
que prejudica a aproximação ao cliente.
A redução do “gap teoria-prática” é urgente e importante para obviar à
perda de competitividade das empresas do sector, sobretudo as P.M.E.. Strategic management is a knowledge area within management science where the development has been more remarkable, due to the increasing internationalisation of the companies and the enlargement of the markets. Within this environment, we can’t talk about strategic management without taking in account the companies strategy of the internationalisation. The internationalisation of the economy, above all the globalisation of the markets and the fast technological development, brought to the first plan the new factor of the production that is the knowledge. The competition, more and more aggressive, assumes new forms and push the companies for new ways of organisation. More collaborate to better compete, it seems to be the word of command. A fundamental issue is related with the role played by S.M.E.s in a world without barriers (“the global village”). The aim of this thesis is to search possible answers for S.M.E.s and specifically analyse how, in fact, are they acting, and if there is any gap between theory and practice. So, after reviewing the literature we suggest a model of analyses and developing of strategies to be implemented by the Portuguese companies, mainly industrial s.m.e.s. Staring upon the value chain, the model is supported by an integrative approach of the strategic process, enphasising the need to specialise and adopt forms of co-operation and the importance of proximity to the customer and the knowledge of the marketing of one of the most competitive sectors – the shoe industry – characterised by the predominance of small and medium enterprises. Essentially, An empirical study, based on the model, was made to know about the strategies folowed by the Portuguese companies of one of the industrial more competitive sectors - the footwear industry – where the enterprises are essentially s.m.e.s. Looking to the results, we may conclude that the Portuguese companies of shoe industry are coming to evolve from a strategy supported on the costs (specially labour costs) to a strategy of differentiation, above all based on investment effort in new production technology that reinforce the competitive advantages in flexibility and quick answer. But, in the other hand, the forms of operating are too conservatives (based essentially in direct or indirect exports). Besides, with an exaggerated concentration on the European market, there is no concern for focus strategy, co-operation is not seen as relevant (and when exists is subordinated), and the development of capacities, backward or forward production, is not seen as an important issue, (what is against the closeness to the customer). The reduction of the “gap theory-practice” is urgent and important for avoiding the lost of competitiveness of the companies of this sector, specially the S.M.E.s. |
