Medição do impacto social dos serviços regionais: o caso de um município

Abstract

Atualmente a economia social tem sido alvo de diversos debates, sob o objetivo de conseguir determinar um parecer claro e objetivo. A economia social, configura-se como uma possível solução a ter em conta na resolução de problemas sociais. As empresas sociais posicionam-se num modelo organizacional que premissa a heterogeneidade, a flexibilidade e a adaptabilidade ao mundo real e aos problemas reais. Desta forma, tem-se o primeiro ponto para a resolução de problemas da sociedade. Contudo o seu impacto ainda não está devidamente determinado, nomeadamente, qual o seu contributo para o crescimento económico, como é que a sua sustentabilidade e a competitividade estão garantidas? Este estudo tem como objetivo a caracterização das iniciativas de serviços a nível regional e a aferição da sua contribuição para o crescimento social e económico. O estudo retrata um Município, nomeadamente, Albergaria-a-Velha e os serviços sociais da sua Câmara Municipal. Considerando que Portugal está no início de uma compreensão do que é a economia social, as iniciativas públicas e privadas estão a emergir a um ritmo cada vez maior, o que exige o desenvolvimento de conhecimentos e estruturas específicas para apoiar as práticas e avaliar os resultados. Ao estudar o Município de Albergaria-a-Velha é possível verificar que os projetos de ação social surgem para colmatar as falhas envolventes na área educacional, empregabilidade e social tendo como objetivo direcionar a empregabilidade e o nível de qualificações para as necessidades do Município e para as necessidades dos seus serviços e indústrias. Através da aplicação de um questionário, baseado na estrutura de SERVQUAL, aos beneficiários dos projetos de ação social e às equipas técnicas envolvidas é possível avaliar a satisfação de ambos os intervenientes, a discrepância na satisfação entre eles pode refletir-se no impacto dos serviços sociais.

At the present, the social economy has been the subject of several debates, to be able to determine a clear and objective opinion. The social economy is configured as a possible solution to be considered in solving social problems. Social enterprises are positioned in an organizational model that assumes heterogeneity, flexibility and adaptability to the real world and real problems. In this way, one has the first point for solving problems of society. However, its impact has not yet been properly determined what is its contribution to economic growth and how is its sustainability and competitiveness guaranteed? The purpose of this study is to characterize service initiatives at the regional level and measure their contribution to social and economic growth. The study portrays a Municipality, namely, Albergaria-a-Velha and the social services of its Town Hall. Considering that Portugal is at the beginning of an understanding of the social economy, public and private initiatives are emerging at an increasing rate, which requires the development of specific knowledge and structures to support practices and evaluate results. When studying the Municipality of Albergaria-a-Velha and its regional it is possible to verify that social action projects emerge to close the surrounding failures in the educational, employability and social area, aiming to direct employability and the level of qualifications for needs of the Municipality and for the needs of its services and industries. Through the application of a questionnaire, based on the structure of SERVQUAL, to the beneficiaries of the social action projects and the technical teams involved, it is possible to evaluate the satisfaction of both stakeholders and the discrepancy in satisfaction between them can be reflected in the impact of the services social policies.
