O acesso às prestações imediatas da Segurança Social enquanto contributo para integração dos imigrantes em Portugal

Abstract

A adesão de Portugal na União Europeia em 1986 e a abertura de fronteiras reforçadas pelo Acordo Schengen, traduziram-se no reconhecimento de Portugal como um país economicamente atrativo para comunidade estrangeira. Assim o fluxo migratório registado em território português nos finais da década de 1990 e inícios do novo milénio assume um volume que tornou Portugal num país de imigração. Perante este novo contexto, a questão da imigração, assume relevância na agenda política, exigindo ao Estado português o desenvolvimento de uma política de integração da nova sociedade. O presente estudo, pretende efetuar uma análise sobre como Estado social português lida com os direitos sociais dos imigrantes em mateira de Segurança Social. Deste modo, o presente trabalho procura primordialmente avaliar o impacto das políticas desenvolvidas em matéria de Segurança Social, no acesso às principais prestações sociais, designadamente, desemprego, doença, parentalidade, prestações familiares e rendimento social de inserção, tendo em consideração às políticas desenvolvidas em matéria de regulação de fluxos e em matéria de aquisição da nacionalidade portuguesa.

Portugal's accession to the European Union in 1986 and the opening of frontiers strengthened by the Schengen Agreement have been translated to recognize Portugal as an economically attractive country for a foreign community. Thus, the migratory flow registered in Portuguese territory in the late 1990s and the beginning of the new millennium assumes a volume that made Portugal a country of immigration. Given this new context, the issue of immigration, assume the relevance on the political agenda, requiring the Portuguese state one development of a policy of integration of the new society. The present study intends to carry out an analysis on how the Portuguese Social State deals with the social rights of immigrants in matters of Social Security. Thus, the present study looks for primarily to assess the impact of policies developed in the area of Social Security, in access to the main social benefits, namely, unemployment, illness, parenthood, family benefits and social insertion income, taking into account the policies developed in the field of regulation of flows and the acquisition of Portuguese nationality.
