Evolução da diversidade no ensino superior em Portugal : o discurso programático dos governos e a estrutura do sistema

Abstract

A diversidade e o processo de diversificação do sistema de Ensino Superior português são estudados, a partir da uma análise longitudinal que parte da situação no final do Estado Novo e aborda as condições e transformação ocorridas desde a reforma lançada em 1973, ao período revolucionário e às várias fases de consolidação do sistema, até 2016. O trabalho procura esclarecer a coerência entre três elementos importantes para o sistema de Ensino Superior, e para tal organiza-se em três estudos e recorre a três objetos de análise: a intenção, traduzida na declaração política na forma de Programas de Governo; a decisão, que toma corpo pela legislação produzida sobre o sistema; e a concretização, na forma das instituições/estabelecimentos criados pelo próprio Estado (sectores público e militar/policial) ou a que este dá oportunidade de existência (Privado – Particular e Cooperativo; Concordatário). Os resultados revelam a importância política e instrumental atribuída à diversidade do sistema para a promoção do desenvolvimento social, económico e cultural da sociedade portuguesa. O trabalho confirma, também, a ligação entre os aspetos políticos, jurídicos e quantitativos, e, apesar de algumas dissonâncias, revela uma coerência global que permitiu a concretização de um sistema binário e diversificado.

The diversity and diversification process of the Portuguese higher education system are studied from a longitudinal analysis that begins with the situation at the final years of the regime of Estado Novo, and tackles the conditions and changes that occurred since the 1973 reform, the revolutionary period and the several steps of the system’ consolidation until 2016. This work seeks for clarifying the coherence between three important elements for the higher education system, and for that it is organized in three studies and uses three objects of analysis: intention, translated in political statement as Government Programs; decision, embodied in legislation concerning the system; and accomplishment as institutions/schools created by the State itself (public and military/police sector) or those that State gives opportunity to exist (private, including cooperative institutions; Catholic University). Results show the political and instrumental importance given to diversity to promote social, economic and cultural development of the Portuguese society. This work also confirms the connection between political, juridical and quantitative elements, and although some mismatches, it shows a global coherence that allowed the establishment of a binary and diversified system.
