EP to Campus: uma análise ao programa

Abstract

O presente relatório propõe-se a examinar o Programa EP to Campus da European Parliament Former Members Association (FMA), que visa promover a ida de antigos deputados do PE às universidades por forma a fomentar um maior conhecimento das instituições da UE e do seu funcionamento, bem como um maior interesse pela área da política europeia. É o resultado de um estágio que realizei ao longo de cinco meses no Parlamento Europeu em Bruxelas. O trabalho engloba uma análise detalhada de todos os aspetos e etapas do programa, desde a fase inicial de candidatura das universidades ao programa até à fase de avaliação do sucesso do mesmo. Esta avaliação é efetuada através de inquéritos respondidos pelos ex. eurodeputados participantes e pela instituição acolhedora do evento. Numa segunda fase, o relatório debruça-se sobre a entidade acolhedora do estágio, a FMA, bem como sobre todas as tarefas levadas a cabo no âmbito do mesmo. Seguidamente, procede-se à análise da participação da Universidade de Aveiro no Programa EP to Campus. Com a adesão ao programa em 2017, tornou-se na primeira universidade portuguesa a participar no mesmo. Numa terceira fase, um estudo estatístico descritivo é apresentado e discutido por forma a averiguar a evolução do número destes programas desde 2006 até ao presente, a distribuição geográfica das universidades participantes, e os países que mais usufruem do programa EP to Campus. Realiza-se ainda uma análise estatística às respostas às questões fechadas dos inquéritos de avaliação. Apresentam-se, por fim, as conclusões do relatório, onde se expõem as limitações do estudo e as recomendações para investigações futuras no âmbito do programa.

The present report intends to examine the EP To Campus Programme of the European Parliament Former Members Association (FMA), which aims to promote the going of former MEPs to universities in order to foster greater knowledge of the EU institutions and their functioning, as well as a higher interest in the european policy area. It is the result of an internship I held in the European Parliament in Brussels for five months. This paper includes a detailed analysis of all features and stages of the program, from the initial application phase of the universities until the evaluation phase of the success of the program. This evaluation is done through evaluation forms filled out by the participating former MEPs and by the hosting institution of the event. On a second stage, the report focuses on the hosting institution of the internship, the FMA, as well as on all the tasks carried out under it. Next, the University of Aveiro's participation in the EP to Campus Programme is analyzed. Upon joining the program in 2017, it became the first portuguese university to participate in it. On a third phase, a descriptive statistical study is presented and discussed in order to ascertain the evolution of the number of these programs from 2006 to the present year, the geographic distribution of the participating universities, and the countries that are benefiting the most from the EP to Campus Programme. A statistical analysis is also carried out on the answers to the closed questions of the evaluation forms. Finally, the conclusions of the report are presented, setting out the limitations of the study and the recommendations for future research in the field of the program.
