Planeamento urbanístico à escala da cidade

Abstract

O presente relatório sumaria as atividades realizadas durante os sete meses de estágio curricular, realizado no âmbito do Mestrado em Planeamento Regional e Urbano. O estágio desenvolveu-se na Câmara Municipal de Ovar, onde fiquei incorporado na Divisão de Urbanismo e Planeamento, integrando-me no gabinete da equipa que constituía o Serviço de Informação Geográfica. A realização do estágio teve como grande objetivo a análise, a experiência e o desenvolvimento de conhecimentos na área do Planeamento Urbanístico à escala da cidade, tendo como ponto de partida, um instrumento de gestão territorial, designado por Plano de Urbanização. Face à inexistência de um instrumento à escala urbana que faça o planeamento entre a freguesia de Esmoriz e a freguesia de Cortegaça, sente-se a necessidade e uma grande vontade de criar o Plano de Urbanização de Esmoriz e Cortegaça. Neste contexto, todas as tarefas realizadas no âmbito do estágio curricular, serviram de suporte à redação de um documento final, o qual se irá submeter à apreciação da Câmara Municipal. Este documento, constitui-se como o primeiro passo da tramitação dos processos de Elaboração e Aprovação de Planos de Urbanização, o qual dita os “termos de referência” para a elaboração do Plano de Urbanização de Esmoriz e Cortegaça (PUEC), e ainda, a “definição de oportunidade” da realização do PUEC, integrando a síntese dos fundamentos justificativos para a sua execução. Para além de demonstrar todo o trabalho realizado durante o estágio curricular, um outro objetivo foi evidenciar a importância no alargamento de competências não adquiridas na parte letiva, e a oportunidade de contactar com o mercado de trabalho num ambiente de formação/aprendizagem.

This report summarizes the activities carried out during the seven months of the curriculum internship, carried out under the Master's in Regional and Urban Planning. The internship took place in the Municipality of Ovar, where I was incorporated in the Division of Urbanism and Planning, in the office of the team that constituted the Geographic Information Service. The accomplishment of the internship had as main objective the analysis, the experience and the development of knowledge in the Urban Planning area in the city scale, having as starting point a territorial management instrument, called Urbanization Plan. Do to the lack of an urban-scale instrument that makes the planning between the parish of Esmoriz and the parish of Cortegaça, there is a need and a great desire to create the Urbanization Plan for Esmoriz and Cortegaça. In this context, all the tasks carried out in the scope of the curricular traineeship, supported the writing of a final document, which will be submitted to the Municipality. This document is the first step in the process of elaboration and approval of Urbanization Plans, which dictates the "terms of reference" for the elaboration of the Urbanization Plan of Esmoriz and Cortegaça (PUEC), and the "definition of opportunity" of the realization of the PUEC, integrating the summary of the justificatory grounds for its execution. In addition to demonstrating all the work carried out during the curricular internship, another objective was to highlight the importance of extending skills not acquired in the teaching sector, and the opportunity to contact the labor market in a training/ learning environment.
