Benchmarking: uma técnica a adotar no setor público

Abstract

Este estudo tem como objetivo investigar a adoção da técnica do benchmarking enquanto instrumento de melhoria da eficiência no setor público, mais precisamente nas autarquias. Para isto, realizou-se uma pesquisa exploratória e descritiva, por meio de método que não solicita técnica estatística, a entrevista. Tendo por base a revisão da literatura, estudou-se a técnica de benchmarking e os modelos que estão subjacentes à mesma. Para isto, com base no modelo intitulado universal de Anand e Kodali e o estudo de caso realizado na Câmara Municipal de Albergaria-a-Velha, identificou-se e exemplificou-se a viabilidade da implementação desta prática. No final, apresentam-se as conclusões e recomendações na utilização desta técnica no setor público. Acredita-se que a investigação contribuirá para disseminar a prática do benchmarking na gestão do setor público

This study aims to investigate the adoption of the benchmarking technique as an instrument to improve efficiency in the public sector, but precisely in the municipalities. For this, we conducted an exploratory and descriptive research, using a method that does not require statistical technique - interview. Thus, through the literature review, we have studied the benchmarking technique and the models that underlie it. Then, based on the universal model of Anand and Kodali and the case study carried out in the Câmara Municipal of Albergaria-a-Velha, we identify and exemplify the feasibility of implementing this practice. At the end, we present conclusions and recommendations for the use of this technique in the public sector. In this way, we believe that the research will contribute to disseminate the practice of benchmarking in public management
