Abstract: Esta tese aborda o tema das “paisagens culturais”, particularmente o seu planeamento e gestão. O significado do conceito de paisagem cultural é um dos temas abordados, uma vez que se trata de um conceito utilizado multidisciplinarmente não existindo um significado único. No entanto, de forma geral, é considerada como sendo o resultado da acção humana num ambiente natural. Considera-se um testemunho da história humana, com um valor intrínseco que depende quer das condições naturais existentes, quer da atitude do Homem perante elas. Trata-se portanto de um bem que, pela sua fragilidade e permanente ameaça à sua sustentação, se deve valorizar e proteger, através de um correcto planeamento e uma gestão eficaz. A preocupação com a paisagem cultural e com as componentes que a constituem tem vindo a crescer desde a década de 70. As iniciativas levadas a cabo internacionalmente tiveram momentos distintos, tendo sido na década de 90 que surgiram documentos, onde claramente a paisagem é vista como um todo e onde as preocupações pela sua salvaguarda são mais evidentes. É nesta década que a UNESCO integra na sua Convenção relativa à Protecção do Património Mundial, Cultural e Natural, a categoria de ‘paisagem cultural’ para ser considerada um bem a integrar a Lista de Património Mundial. A valorização e protecção destas “paisagens culturais” passa por um correcto planeamento e uma gestão eficaz do espaço em causa. Com vista à definição de uma solução para este processo, é elaborada uma pesquisa bibliográfica sobre metodologias e casos de estudo em que o planeamento e a gestão da paisagem foram os objectivos principais. Aborda-se igualmente o sistema de planeamento previsto na legislação nacional de forma a ser possível integrar todo o processo de planeamento e gestão em instrumentos de ordenamento do território. Como contributo para uma valorização metodológica do processo de planeamento e gestão das “paisagens culturais” é proposto um Modelo de planeamento e gestão, onde se identificam três componentes – técnica, legal e institucional – com um elemento em comum – o Plano de Paisagem. Trata-se de um plano que traduz as orientações desejáveis para uma paisagem e a forma como implementá-las. O Plano de Paisagem resulta directamente da componente técnica, tem que ser enquadrado pela componente legal e posto em prática e gerido pela componente institucional. A experiência de participação no processo de Candidatura do Alto Douro Vinhateiro a Património Mundial da UNESCO, a segunda e última, até à data, paisagem cultural portuguesa a ser integrada na Lista, e no Plano Intermunicipal de Ordenamento do Território para a mesma área, foram as bases para testar este Modelo. Identificaram-se alguns pontos fracos, que foram colmatados re-equacionando e re-interpretando a informação recolhida quer na Candidatura, quer no PIMOT-ADV. Por fim, as conclusões defendem um processo integrado de planeamento e gestão de “paisagens culturais” como uma forma eficaz para a conservação e salvaguarda destas paisagens em que, entre outros aspectos, a existência de um Plano de Paisagem, independentemente do instrumento legal que o venha a enquadrar, será sempre uma mais valia para o planeamento e gestão destas paisagens.
This thesis broaches on the theme of “cultural landscapes”, with emphasis on their planning and management. The meaning of the concept of cultural landscape is one of the themes dealt with, since it is a concept which is used in a multidisciplinary context, with no set meaning available. However, it is generally considered to be that which results from human action in a natural environment. It is considered to be a witness to human history, with an intrinsic value that depends both on existing natural conditions and on human attitudes towards those conditions. Thus it is a good which, given its fragility and the permanent threat there is to its sustenance, should be valued and protected by means of correct planning and efficient management. Concern with the cultural landscape and with its constituent components has grown since the 70s. Initiatives taken internationally have known distinct moments where by in the 90s documents first emerged in which the landscape was looked at holistically and where the concerns about its protection became most evident. It was the decade in which UNESCO included in its Convention Concerning the Protection of the World Cultural and Natural Heritage the category of "cultural landscape" to be considered as part of the World Heritage List. The valorisation and protection of these "cultural landscapes" requires correct planning and efficient management of the space in question. With a view to defining a solution for this process, a study of the literature on methodologies as well as case studies in which landscape planning and management are the main objects is made. The planning system set out in national legislation is also examined, in order to make it possible to integrate the entire planning and management processes into instruments of territorial planning. As a contribution to the methodological valorisation of the planning and management process of "cultural landscapes", a Model for planning and management is proposed, where three components - technical, legal and institutional - are identified with a common element, that of Landscape Planning. It is a plan that articulates the desirable orientations for a landscape and the means for their implementation. The Landscape Plan that results directly from the technical component, must have the legal component as its framework and must be executed and managed by the institutional component. The experience of participation in the Application Process of Alto Douro Vinhateiro to the UNESCO World Heritage List, the second and last Portuguese “cultural landscape” to be included on the List to date, and the Inter-Municipal Master Plan of the Territory (PIMOT-ADV) for the same area, were the bases for testing this Model. Some weak points were found, which were dealt with by re-equating and re-interpreting the information gathered both in the Application and in the PIMOT-ADV. Finally, the conclusions point to an integrated process of planning and management of "cultural landscapes" as an effective means of conserving and safeguarding these landscapes. Among other aspects, it is concluded that a Landscape Plan, independently of the legal instruments under which it falls, will always prove to be of added value to the planning and management of these landscapes.
