Educação e organização curricular em turismo no ensino superior português

Abstract

O turismo verifica uma crescente importância na economia e sociedade mundiais. A sua indústria é das mais florescentes e contribui para um desenvolvimento mais integrado e sustentado, em muitos países. Os argumentos que justificam este estudo, prendem-se com o crescimento não sistematizado, quer do próprio turismo, quer da política educativa que lhe corresponde. Esta forma de crescimento, tanto a nível nacional como internacional, pode comprometer um fenómeno que é fundamental para o desenvolvimento económico, social e ambiental. A transição para a Nova Era do Turismo foi promovida pela OMT, servindo-se de meios diversos, entre os quais se situam os instrumentos TEDQUAL e GTAT, com o fim de chamar a atenção para a necessidade de uma clara adaptação das políticas de educação no Turismo. Para isso é urgente estudar as estratégias curriculares adequadas à maturação de um sistema formativo integrado em rede, condição indispensável ao enriquecimento e valorização dos agentes profissionais abrangidos pelo processo, que são instrumentos imprescindíveis à afirmação do estatuto científico do Turismo e, consequentemente, ao desenvolvimento sustentado do sector. A tese em curso pretende interpretar a realidade educativa e curricular do Turismo e sugerir as convenientes adaptações ao respectivo sistema formativo. Isso implica a apresentação de algumas directivas conducentes à alteração da política formativa sectorial, com vista à criação de um modelo adequado ao sistema de Ensino Superior, apoiado numa estrutura em rede. O objecto da investigação centra-se no sistema formativo do Turismo e na organização curricular correspondente ao nível do Ensino Superior. Reflecte-se sobre a evolução do conhecimento nesta área e, subsequentemente, sobre a situação educativa em Portugal, para que as recomendações ajudem a quem tem a responsabilidade de tomar as medidas adequadas no Turismo. Foi possível constatar o paralelismo entre o nosso sistema formativo e os de outros países que connosco ombreiam. Está aqui incluído o estudo de algumas políticas e práticas educativas, com ênfase no processo curricular. Começa-se por uma pesquisa bibliográfica extensa, complementada com um trabalho de campo, em que se pesquisa a situação do já referido objecto da investigação. Houve que recorrer a instrumentos de inquirição, designadamente a entrevista e o questionário, conduzidos nas instituições de Ensino Superior com formação em Turismo. Foi possível conhecer a comunidade, as instituições e a oferta educativa e, assim, concluir que não se enquadram num projecto em rede, desenvolvido a nível nacional. Porém, no Turismo verifica-se uma autonomia científica progressiva, bem como o reconhecimento da importância da organização curricular e da estruturação em rede, de acordo com a maioria dos docentes.

Tourism holds a developing importance in the world’s economy and society. Its industry is one of the most prosperous and contributes for a more integrated and sustainable development, in many countries. The arguments, that justify this study, are connected to systematic growth, whether from tourism itself or from the educational policy that corresponds to it. This pattern of growth, at a national and international level, can compromise a phenomenon that is fundamental to the economical, social and environmental development. The transition to New Age of Tourism was promoted by WTO, using several means, among which TEDQUAL and GTAT are situated, in order to raise attention to the need of a clear adaptation of educational policies to Tourism. For that reason, it is urgent to study adequate curriculum strategies to the maturation of an integrated formative system, essential condition for the enrichment and valuation of professional agents comprised by the process, indispensable instruments for the Tourism scientific statute and the sustained development of the sector. This thesis intends to interpret the educational reality that we have and suggests the environmental adaptation that implies the introduction of some measures leading to the alteration of a “sectorial” formative policy, with the aim of creating a suitable model for the higher education system, supported by a network structure. The object of investigation centres in the educational context of tourism and the curricular organism in Higher Education. The international reality was studied and, consequently, the educational situation in our country. These studies point out to recommendations to whom this concern. It was possible to determine the parallelism between our system and other countries that are our equals. The study of some educational policies and practices is included here, emphasising the curricular process in tourism. It starts with an extensive bibliographic research, complemented with fieldwork study, where the situation of the previously mentioned object of investigation was researched. There was also the need to use inquiry instruments, namely interviews and questionnaires, practiced in those higher education institutions. It was possible to get acquainted with the community, institutions and educational offers and conclude that they are not framed by a network project, developed at a national level. Despite the non existence of a working network, the scientific autonomy and the importance of curricular and network organization can be verified, according to most of the enquired.
