Governar o mar: o mar nos governos de Portugal desde 1974

Abstract

No seguimento do 25 de abril de 1974, várias e profundas foram as alterações que surgiram na organização e mentalidade da sociedade portuguesa. Num tempo marcado pela mudança, a imposição, discussão e aplicação de ideologias tomaram lugar, e querendo cortar com o passado, muitas foram as decisões governativas que mudaram o panorama quer a nível social quer a nível económico de Portugal, áreas em que o mar, à época, é transversal. Após os primeiros tempos de mudança, em que alguns criticam o afastamento face ao mar, visível nas soluções governativas, surge outra alteração do paradigma, assente na entrada para a Comunidade Europeia, em que mais uma vez se criticam os sucessivos Governos por virarem costas ao mar, privilegiando em seu detrimento, a construção de infraestruturas básicas, de que o país também carecia, na relação com o continente europeu. Com o desenrolar do tempo e até à atualidade, seguiram-se outros Governos que, conforme as políticas tomadas, deram mais ou menos ênfase às questões do mar. Do mesmo modo várias foram as organizações governativas para reger estas questões, oscilando entre Secretarias de Estado, espalhadas por diferentes Ministérios, ou outras que juntaram as matérias do Mar no Ministério do Mar. xii

Following the 25th of April, 1974, several major changes emerged in the organization and mind set of the Portuguese society. In a time marked by major change, the imposition, discussion and application of ideologies took place, and wanting to break with the past, there were many governmental decisions that changed the social and economic panorama of Portugal, and this is reflected in the sea. After the first few year since the revolution, in which some criticize the distancing from the sea, which was visible in governance solutions, arises another paradigm shift, based on the entry to the European Community in which, once again, successive governments are criticized for turning their back to the sea, giving priority to the construction of basic infrastructure that the country lacked when compared to the rest of the European continent. With the course of time and to the present day, several governments in place have given different emphasis to the issues of the sea. Likewise there were several governmental organizations governing the sea, ranging from State Departments, across several Ministries, to others that included the Sea into the Ministry of the Sea.
