Valorizar o potencial económico da gestão responsável de recursos naturais: o caso do município de Estarreja

Abstract

O Município de Estarreja desenvolveu na última década um conjunto de projetos e ações cujo denominador comum era o regresso (e aprofundamento) ou (re)descoberta da relação com a Ria de Aveiro, sob a ideia de “Virar o Concelho para a Ria”, valorizando 1/3 do território municipal esquecido ou desconhecido nas últimas décadas. Estes projetos e ações avançaram em paralelo com ações na “remediação” do passivo ambiental histórico do Complexo Químico de Estarreja através de alterações nas técnicas de produção industrial e da aposta no saneamento industrial e urbano, salvaguardando a Ria de Aveiro. Conjugadamente, estas iniciativas contribuíram já para mudar a notoriedade negativa de Estarreja, de um Município ligado à indústria química pesada e altamente poluente para um Município com uma imagem e dinâmicas ligadas à conservação ambiental e ao desenvolvimento sustentável. Projetos como o pioneiro BIORIA, o Eco-Parque Empresarial, o Parque Urbano do Antuã, a recuperação dos cais da frente lagunar e o CICLORIA (este em conjunto com os municípios de Ovar e Murtosa e com a Universidade de Aveiro) são o exemplo vivo dessa dinâmica. Reconhecidamente, existe um potencial de desenvolvimento dessas iniciativas que importa valorizar. Acresce que elas estão em linha com ideias recentes da União Europeia e também com a Política Regional, que enquadra a aplicação dos Fundos Europeus Estruturais e de Investimento (FEEI). Pretende-se assim na Dissertação explorar novas perspetivas subjacentes às novas orientações de política pública, verificar a relevância e aplicabilidade para as condições concretas de Estarreja e, com tudo isto, esboçar estratégias para dar uma continuidade e dimensão acrescida ao que tem vindo a ser feito

The Municipality of Estarreja has developed in the last decade a set of projects and actions in which the commom denominator was the return (and deepening) or the (re)discovery of the link with the Ria de Aveiro, under the ideia of “turn the county to the Ria”, valuing one third of the territory that was forgotten or even unknown in the last decades. These projects and actions have progressed in paralel with other actions in the remediation of the environmental liability associated to the Estarreja Chimical Complex through the changes introduced in their production processes and investing in the industrial and urban sanitation, preserving the Ria de Aveiro. In combination, these measures have contributed to change the negative notoriety associated to Estarreja, known as one municipality linked to the heavy chemical industry, highly polluent, to a new image associated with the environmental conservation and the sustainable development. Projects like the precursor BioRia, Estarreja Business Eco-Park, the Antuã Urban Park, the regeneration of the docks located in the front lagoon areas and the Cicloria (this, in particular, together with other municipalties: Ovar and Murtosa anda University of Aveiro) are the living example of this dynamic. Strongly recognized, exists an potential development of these kind of initiatives which is important to enhance. In addition, these initiatives are aligned with the recently directives of the European Unionand also the Regional Politics in which fits the application of Estructural Funds and Investments. Is intended in this dissertation explore new underlying perspectives of the public politics, checking the relevance and applicability to the real conditions existing in Estarreja, and based on that, sketch strategies to give the continuity and growth to all the actions that have been implemented.
