Título: Investigação, transferência de tecnologia e comercialização do conhecimento científico : o caso da Universidade de Aveiro

Resumo: O presente trabalho pretende identificar as características da investigação realizada na Universidade de Aveiro, em termos de inputs e outputs da investigação e das relações que se estabelecem entre ambos. Com base em informação detalhada, recolhida através de entrevistas realizadas (entre Set- Dez. 2005) junto dos investigadores responsáveis por 68 projectos de investigação da UA, é feita uma regressão binary logistic que permite concluir que a produção de outputs comerciais, tecnologias comercializáveis, está positivamente correlacionada com a experiência do investigador em patenteamento e com as áreas científicas com mais patentes, revelando a existência de externalidades dentro da mesma área. Estes outputs aparecem também positivamente associados com a área das engenharias e tecnologias e, como seria de esperar, com a investigação aplicada. Os outputs académicos, por outro lado, aparecem negativamente relacionados com a presença de empresas nos projectos de investigação e, no caso específico das teses, também negativamente relacionados com projectos de investigação de orientação aplicada. Através de um modelo econométrico concluímos que apenas a área científica era relevante como variável que afecta a probabilidade de ser obter outputs comerciais. No caso dos outputs académicos, as hipóteses levantadas à partida não foram confirmadas, mas verificamos que a presença de investigadores com forte experiência em patenteamento reduz a probabilidade de se obterem outputs de natureza académica. As conclusões não sustentam com clareza o argumento de alguns autores de que o maior envolvimento da Universidade na comercialização do conhecimento científico poderá provocar uma erosão da produção científica. No entanto, revelamos alguns indícios nesse sentido, o que suporta a necessidade de se conduzir no futuro um estudo mais extensivo. Para além da identificação das características da investigação na UA, pretendeu-se perceber também qual o tipo de exploração comercial ocorrida para resultados de investigação na UA e quais as principais barreiras enfrentadas pelos investigadores na realização dessa actividade. Conclui-se que a taxa de exploração comercial é baixa, em grande parte explicada pelo tipo de outputs gerados, aos quais não se aplica a questão da comercialização. Conclui-se também que as principais barreiras enfrentadas pelos investigadores da UA para a realização de actividades de transferência de tecnologia se prendem com a falta de disponibilidade para se dedicarem à actividade, a falta de incentivos internos e ao baixo nível de desenvolvimento tecnológico das empresas do país, com baixa capacidade de absorção das inovações produzidas pelas Universidades. De forma a poderem ser retiradas conclusões mais alargadas, tanto ao nível do impacto do aumento das actividades de comercialização do conhecimento científico sobre a produção científica tradicional, como ao nível da identificação das barreiras/incentivos que os académicos enfrentam para a prossecução de actividades de transferência de tecnologia, seria útil e interessante prosseguir esta linha de investigação, alargada a um maior número de investigadores, tanto ao nível da UA, como ao nível de todo o sistema universitário português. ABSTRACT: The present work intends to identify the characteristics of the research conducted at University of Aveiro, in terms of inputs and outputs of research and the connections established between both. Based on detailed information of 68 UA’s research projects, collected through interview (conducted between Sept-Dec. 2005) of the leader researchers, it’s estimated a binary logistic regression. We concluded that the production of (commercializable) technologic outputs is positively correlated with the researcher’s experience on patenting and with the scientific areas with more patents, revealing the existence of externalities inside the scientific area. These outputs are also positively associated with the area of engineering and technologies and with applied research. On the other side, the academic outputs appear negatively connected with the presence of companies in the research projects, and at the specific case of the output thesis, also negatively connected with projects of applied research. Applying a binary logistic model we verified that the scientific area of the project was relevant to the probability of obtaining commercial outputs. As for academic outputs, the presence on the project of researchers with strong experience with patenting seems to reduce the probability of obtaining publications. These conclusions do no support totally the argument that an enhancement of the commercialization of scientific knowledge in Academia may erode the scientific production, as some authors defend. However, we found signs in that line, which justifies and supports the need to conduct future empirical analysis with a broader study. Beyond the identification of UA’s research characteristics, we also intended to understand the kind of commercial exploitation of research outputs that occur at the University, based on the 68 projects data, and to identify the main barriers that academics face when pretend to or when really get involved in technology transfer activities. We conclude that the rate of results’ commercial exploitation is low, explained by large by the type of outputs generated in the projects, to which the commercial exploitation is not applied. We also conclude that the main barriers faced by UA’s researchers in conducting technology transfer activities are the lack of availabity (time) to conduct the activity, the lack of internal incentives to pursue it and the low technological development level of the country’s companies, that impedes the absorption of the innovations produced by the universities. So that bigger conclusions can be derived, both in terms of the impact of an enhancement of the commercialization of scientific knowledge on the scientific production, as well as in terms of the barriers/incentives that academics face when pursuing technology transfer activities, it would be helpful and interesting to conduct further research on these topics, with a broaden number of researchers from UA and from other institutions of the portuguese university system.
