Certificação SOX na TVCabo Portugal : estudo de caso

Abstract

Em resposta aos escândalos financeiros ocorridos entre o ano 2000 e 2002 o Sarbanes-Oxley Act (norma SOX) foi aprovado pelo congresso Norte Americano e promulgado pelo presidente George Bush em 30 de Julho de 2002. A norma SOX aplica-se a todas as empresas cotadas na bolsa de Nova York e reforça a responsabilidade corporativa, regula os processos de auditoria e estabelece penalidades para os infractores. O grupo Portugal Telecom (Grupo PT), cotado na bolsa de Nova York, iniciou no devido tempo um processo de certificação que abrangeu todas as empresas do grupo, nomeadamente a PT Multimédia e a sua subsidiária TVCABO (PTM - TVCABO). Este trabalho visa descrever o processo de certificação SOX na PTM – TVCABO, traduzido no documento política geral de segurança da informação, e estudar o alinhamento das práticas dos colaboradores da PTM – TVCABO, no manuseamento dos sistemas de informação no desenvolvimento da sua actividade profissional, com a norma SOX. Para o efeito recorreu-se ao método de estudo de caso utilizando como instrumento o inquérito por questionário. Concluiu-se através da análise das respostas que os colaboradores revelam conhecimento da norma SOX. A análise dos dados obtidos permitiu também concluir que os colaboradores não têm a noção que determinada prática viola os princípios da norma SOX.

ABSTRACT: In response to the financial scandals occurred between 2000 and 2002 the Sarbanes-Oxley Act was approved by the Congress of the United States and signed by the President George Bush in July of 2002. The Act applies to all companies quoted on the NYSE and increases corporate responsibility, regulates the audit processes and establishes penalties to fraud behaviour. The Portugal Telecom Group, listed in the NYSE, began in due time is certification process that covered all its companies, notably the PT Multimédia and its subsidiary TVCABO (PTM - TVCABO) This work describes the SOX certification process in PTM – TVCABO, translated in the information security general policy document, and study the alignment of the practices of the PTM – TVCABO workers, in information handling developing his professional activities, with the Act. To achieve this purpose is used the case study method using as instrument the questionnaire. The analysis of the answers given by the workers revealed some knowledge of the Act. The analysis of the data also revealed that workers do not have notion that some practices violate the principles established in the Act.
