Abstract: | Procura-se, neste trabalho, um Modelo para Ordenar a Cidade.
A Cidade, actualmente o principal habitat do Homem, pode ser objecto
de abordagens muito diversas, necessariamente complementares.
Incide-se, aqui, na Cidade Física, constituída por solo, infraestrutura
pública, edifícios e respectivos usos.
Por Ordenar a Cidade entende-se, consequentemente, procurar
localização e articulação racionais de infraestruturas, edifícios e
respectivos usos, tendo em vista a rentabilização dos recursos
disponíveis e a qualidade de vida da população.
Busca-se um Modelo para a Organização Territorial da cidade actual,
repositório do passado, mas também com novas emergências,
decorrentes de uma alteração radical da mobilidade. Recorre-se, para o
efeito: à analise de 16 cidades médias portuguesas; a uma leitura do
Processo Histórico, procurando sínteses para as contradições que nele
foram ocorrendo.
Qualquer Modelo de Organização Territorial, para ser concretizado, exige
mecanismos de disponibilização do solo necessário, nos locais e
momentos adequados, para os fins pretendidos. Busca-se, então, um
Modelo de Política Fundiária. Recorre-se, para tal, a uma recolha de
opiniões relativas a instrumentos e práticas de diversos países. A
formulação do Modelo refere-se, em concreto, à realidade portuguesa.
Qualquer organização territorial, necessita, também, que a respectiva
infraestrutura pública (incluindo todo o espaço público e equipamentos
sociais) seja financiada. Identificam -se custos e possíveis financiadores.
Formula-se um Modelo para o Financiamento da Infraestrutura
Pública Municipal, de âmbito genérico, mas também já aplicado ao caso
português.
Formula-se, em síntese, um Modelo de Ordenamento aplicável a
cidades portuguesas. Inclui sugestões de alteração legislativa: revisão da
fiscalidade relativa a prédios urbanos; criação do estatuto de Áreas
Agrícolo-Florestais de Cidade. Inclui sugestões para uma melhoria da
prática urbanística municipal: plano de Cidade Alargada, identificando
elementos estruturantes e partes de cidade e distinguindo intervenções
estratégicas; iniciativas societárias municipais, dinamizadoras dessas
intervenções; processos perequativos de benefícios e encargos entre
promotores; licenciamento mais exigente e diferenciado por áreas de
cidade; gestão integrada da infraestrutura pública, diferenciada em
função da escassez. The city is currently considered to be the main human habitat. It can be approached from a wide variety of perspectives. The emphasis is given to what can be designated by the ‘Physical City’, comprising land and land uses, public infrastructures and buildings. In this context, city planning is the search for the appropriate location, and the rational articulation, of infrastructures, buildings and their uses, aiming at the optimisation of available resources and the improvement of the quality of life of the urban population. In this thesis, it is developed a Spatial Organisation model for the contemporary city, which incorporates past patterns of growth but also new urban forms associated with drastic changes on mobility. To that end, the study includes the analysis of 16 medium sized Portuguese cities, an historical perspective on urban change and the search for operational synthesis of the spatial contradictions that emerged over time. The implementation of any spatial organisation model requires the availability of land resources, where and when needed, for the desired purposes. It is, then, necessary to have a Land Policy. The proposed model, which refers explicitly to the Portuguese situation, is based on a review of practices and legal instruments of several countries. Furthermore, the implementation of the spatial model also requires the financing of the public infrastructure (including public open space and social equipment). The inherent costs and the agents who may be responsible for them are identified. A model for the Financing of Public Infrastructure is then proposed, with a wide relevance but addressing in particular the Portuguese reality. In synthesis, what is proposed is a Planning Model for the Portuguese cities. It includes proposals for legislative change: tax reforms on urban property and a new statutory land-use for Agri-Forestry Areas in Cities. It also includes proposals for the improvement of urban administration: a plan for the ‘enlarged city’, identifying the structuring elements, the operational ‘parts’ of the city and strategic interventions; public -private partnerships to implement strategic interventions; distribution patterns of costs and benefits among relevant agents; higher but differentiated urban development control standards for different parts of the city; integrated financial management of public infrastructure. |
