Dinâmicas de "clusterização" no Alentejo - uma aplicação ao sector vitivinícola

Abstract

O objectivo desta dissertação é o estudo prático da indústria vitivinícola da região do Alentejo (assumindo-se a hipótese dela constituir-se um cluster industrial) tentando mapear e perceber os eventuais processos de “clusterização” de actividades que subjazem às dinâmicas de inovação e afirmação competitiva do sector e mostrar a importância da inovação para melhorar a competitividade da região. Para esta análise, fez-se uma resenha dos conceitos comuns nos estudos de inovação e de competitividade e recorreu-se, ainda, à utilização do conceito de cluster industrial. A abordagem do trabalho foi balizada por algumas das teorias da economia e do desenvolvimento dentro da escola do regionalismo. Os dados da análise empírica efectuada permitem afirmar que a indústria em causa não pode ser considerada um cluster vencedor mas, antes, um cluster latente. A indústria vitivinícola do Alentejo actua ainda nos padrões antigos da aquisição de vantagens comparativas e, tanto a região como a indústria estudadas, já poderiam beneficiar com a utilização das ferramentas preconizadas nos muitos estudos sobre inovação e desenvolvimento entretanto publicados. Esta situação poderá ser melhorada com a elaboração e a aplicação de políticas equilibradas e consistentes que promovam o desenvolvimento através da inovação.

ABSTRACT: The aim of this dissertation is the empirical study of the vine and wine industry in the Alentejo region (assuming the hypothesis that the region presents itself as an industrial cluster) trying to map and to understand the eventual processes of clusterizing, which influence both the innovation dynamics and the competitive affirmation of the sector, and to highlight the importance of innovation to improve the competitiveness of the region. To reach this objective, one did summarize the concepts that are analysed in the innovation and competitiveness academic studies and adopted the concept of industrial cluster. The main approach of the work also makes use of some theories of economical development within the thought of regionalism framework. The experimental data thus gathered allows one to affirm that the analysed industry cannot be classified as a winning cluster but rather as a latent cluster. In fact, the vine and wine industry in the Alentejo region is still run according to old-fashioned standards of the comparative advantage economy and both the region and the industry analysed could benefit from the use of the tools suggested by the many innovation and development research works published in the meantime. Nevertheless, this situation may be improved with the elaboration and application of adequate and consistent policies aiming at reaching development by means of innovation.
