Abstract: | O presente trabalho visa compreender como decorreu o processo político de construção e de aprovação da Lei de Bases do Sistema Educativo guineense. Com o intuito de orientar o nosso estudo foram definidos cinco objetivos: recolher elementos para uma caraterização do processo do ponto de vista da sua organização; identificar os principais atores internos/externos que participaram nesse processo; compreender as agendas políticas e económicas que nortearam a ação dos principais atores no processo; identificar os projetos/propostas apresentados durante o processo e compará-los com o texto final da LBSE; e conhecer o processo de decisão parlamentar.
Optámos, tendo em conta a natureza do trabalho e o fator tempo, por realizar este estudo segundo o método qualitativo, com recurso às seguintes técnicas de recolha de dados: análise documental e entrevista semiestruturada. O acesso a fontes documentais foi difícil, apesar dos esforços desenvolvidos no terreno.
O projeto político de construção da primeira Lei de Bases do Sistema Educativo guineense foi, segundo as nossas fontes, iniciado em 1992/1993, motivado pela primeira Conferência Mundial de Educação para Todos, realizado em Jomtiem em 1990. O processo, iniciado em 1992/1993, foi marcado por diversas fases, com interrupções ou adiamentos, vindo a ser concluído apenas em 2010. Em 2009/2010, o processo de construção da Lei de Bases do Sistema Educativo foi marcado pela existência de vontade política dos principais responsáveis políticos em concretizar esse projeto, aliada à vontade dos parceiros internos e externos. Entre os fatores que viabilizaram este processo, conta-se o financiamento do projeto pela Unicef e a participação de diversos atores sociais na sua elaboração, o que ajuda a explicar o consenso que foi conseguido em torno do documento. The present study tries to understand the political decision making process which led to the preparation and adoption of the Basic Law of the Educational System in Guinea Bissau. In order to do this, we started with the definition of five objectives: gather the elements that characterized the process from the point of view of its organization; identify key internal/external stakeholders who participated in the process; understand the political and economic agendas that guided the action taken by the main actors in the process; identify projects and proposals submitted during the process and compare them with the final text of the Basic Law; and describe the parliamentary decision-making process in this regard. Taking into account the nature of the task and the time factor, we decided to adopt a qualitative approach, using as data collection techniques, document analysis and semi-structured interviews. Access to documentary sources was difficult despite efforts undertaken on the ground. According to our sources, the political project that led to the drafting of Guinea Bissau’s first Basic Law of the Education System, began in 1992/1993, encouraged by the first World Conference on Education for All, held in Jomtiem in 1990. The drafting started in 1992/1993, was marked by interruptions and postponements, and finalized in 2010. In 2009/2010, the concept benefitted from strong political will of key leaders in achieving this goal, and further from the readiness of internal and external partners. Financial support provided by UNICEF, and the participation of social actors in its drafting, are some of the factors that contributed to enable it, and which explain the broad consensus reached on the subject. |
