M-Government: prototipagem de aplicação destinada a servir o município de Aveiro

Abstract

Numa altura em que grande parte dos portugueses já não dispensa a Internet para realizar as mais variadas operações, é importante perceber qual o papel do governo e das entidades públicas no mundo digital. A confiança dos cidadãos no governo tem vindo a decrescer ao longo da segunda metade do século XX e continua a diminuir. É imperativo agilizar os serviços públicos e não poderia existir melhor momento que este. Os últimos anos foram marcados por uma rápida e acentuada propagação de dispositivos móveis inteligentes. Smartphones e tablets entraram repentinamente no quotidiano de várias famílias e hoje há quem já os considere os controlos remotos do mundo. As aplicações móveis são hoje um dos pilares do ecossistema dos dispositivos móveis inteligentes. Milhares de empresas das mais diversas áreas investem em aplicações para chegar rápida e eficazmente ao seu público. Tudo isso são fatores que contribuem para a necessidade de investimento em soluções de mobile government ou m-Government, a mais recente evolução ou extensão de e-Government. Através deste estudo pretendeu-se averiguar quais as caraterísticas fundamentais e que funcionalidades deveria conter uma aplicação móvel, destinada a servir o município de Aveiro. Dos dados recolhidos resultou o protótipo de uma aplicação capaz de auxiliar os aveirenses e visitantes da cidade. Consultar eventos, reportar incidentes georreferenciados, pagar o autocarro ou consultar regulamentos municipais são apenas alguns exemplos das funcionalidades incluídas no protótipo da aplicação Aveiro mCity.

In a time when so many Portuguese people rely on the Internet to carry out a multitude of different tasks, it is important to perceive the role of government and public entities in the digital landscape. Citizens’ trust in government has been decreasing since the 1950’s and is still falling. It is of the outmost importance to improve public services and this is the right time to do so. In the last few years, there was a fast and strong proliferation of smart mobile devices. Smartphones and tablets abruptly entered many families’ daily lives. Some experts go as far as considering these gadgets the remote controls of the world. Today, mobile applications are one of the most important pillars of the mobile device ecosystem. Thousands of companies in many different fields are investing in mobile apps to reach their costumers in a fast and efficient way. All those factors contribute to the urgent need to invest in mobile government solutions. M-Government is the most recent itineration, or evolution, of e-Government. This study is focused on the municipality of Aveiro and throughout it, the fundamental features and functionality for a city’s mobile app are ascertained. A prototype of an app capable of helping Aveiro’s people and visitors was developed from the recorded data. Check out events; report geo-located incidents; pay the bus or consult municipal regulations are just some of many features included in the Aveiro mCity app prototype.
