Intervenção em dependências: um novo desafio

Abstract

Este trabalho pretendeu perceber quais as implicações da integração da resposta dos problemas ligados ao álcool no Instituto da Droga e da Toxicodependência, em particular na intervenção das equipas das Unidades de Intervenção Local. A primeira parte da dissertação apresenta uma síntese da revisão da literatura e da legislação publicada. Aborda a evolução do modelo português na área das dependências, incluindo o álcool, do pós 25 de abril de 1974 até à criação do IDT,IP - Instituto da Droga e da Toxicodependência, Instituto Público. É feita a caracterização da estrutura organizacional do IDT, IP, resultante da implementação das medidas do PRACE- Programa de Reestruturação da Administração Central do Estado. O estudo empírico foi desenvolvido na Delegação Regional do Centro e nas suas Unidades de Intervenção Local. Foram realizadas entrevistas aos Diretores das UIL e ao Delegado Regional do Centro. Recorreu-se à análise de conteúdo para tratar a informação recolhida. Constata-se que esta é uma área em constante mudança. Apesar das sucessivas alterações, tem conseguido, até ao momento, cumprir o seu desígnio – minorar os efeitos causados pela relação que os cidadãos, eventualmente, estabelecem com os diferentes agentes causadores de dependência, centrando a sua ação na pessoa. Do ponto de vista da legislação e do ponto de vista técnico-normativo, estão traçadas as linhas orientadoras, os objetivos e as metas. Perante este cenário, afigura-se um novo desafio para os interventores nesta área. Desafio individual, enquanto técnicos, e desafio institucional, visto que estamos perante mais uma reestruturação dos serviços públicos que dão resposta a esta área.

This study intends to understand which were the implications of the integration of alcohol-related problems in the work of the Institute for Drugs and Drug Addiction, in particular in its Local Intervention Units. The first part of the dissertation presents a synthesis of the literature and published legislation. Discusses the evolution of the Portuguese model in the area of addictions, including alcohol, post April 25, 1974 until the creation of IDT, IP - Institute for Drugs and Drug Addiction, Public Institute. It is presented a characterization of the organizational structure of IDT, IP., resulting from the implementation of the measures of the PRACE - Restructuring Programme for the State's Central Administration. The empirical study was conducted at the Centre Regional Delegation and in its Local Intervention Units. Interviews were conducted with directors of UIL and the Centre Regional Delegation. We used the content analysis to analyze the information collected. It is noted that this is an area of constant change. Despite successive amendments, this area has managed, so far, to fulfill its purpose - reduce the impact caused by the relationship that citizens eventually establish with the different agents of addiction, focusing its action in the person. From the legislation point of view and the stand point of technical normative issues, the guidelines are drawn, goals are established and the targets are outlined. Given this scenario, the interveners in this area face a new challenge. An individual challenge and an institutional challenge, since we are going through another reorganization of public services that have responsibilities for designing and implementing the response in this area.
