Abstract: | Moçambique é um país em que a indústria transformadora é fraca, consequentemente o consumo de bens provenientes do exterior é notório.
As trocas comerciais, dão azo ao crime tributário aduaneiro de descaminho de direitos aduaneiros, coexistente para os regimes aduaneiros de importação, exportação e trânsito internacional.
Nos últimos anos, este tipo de crime, ganha destaque, o que faz levantar questões por parte da sociedade civil bem como organizações internacionais que financiam o orçamento geral do Estado.
A resposta a estas questões pode ser encontrada na pesquisa das razões que estão por detrás da materialização deste tipo de crime, que vão desde comportamentos não aceitáveis, deficiências nos diversos sistemas de controlo interno, falta de transparência, corrupção, até deficiências na gestão da informação e conhecimento.
O período histórico analisado vai de 1996 até 2011, período em que várias reformas ao sector tributário têm sido feitas, não sendo notória a redução das infrações do tipo legal proposto.
Esta análise permitiu concluir que o Estado moçambicano tem estado a desencadear uma série de reformas no sector tributário de modo a tornar o seu sistema mais competitivo e estratégico. Contudo, estas reformas não são acompanhadas com definições estratégicas da gestão da informação e conhecimento, aspetos fundamentais para a prevenção e mitigação dos ilícitos tributários de género. Mozambique is a country which the manufacturing sector is weak hence the consumption of goods from abroad is notorious. Trade gives rise to the crime of tax evasion of customs duties, coexisting for the customs procedures for import, export and international transit. In recent years, this type of crime is highlighted and questions arise on the part of civil society and international organizations that finance general state budget. The answer to these questions can be found in the research of the reasons that are behind the realization of this type of crime, ranging from unacceptable behavior, weaknesses in various systems of internal control deficiencies in the management of information and knowledge. The historical period analyzed runs from 1996 to 2011 period in which several tax reforms in the sector have been made, there is a noticeable reduction of the type proposed legal infractions. This analysis concluded that the Mozambican state has been unleashing a series of tax reforms in the sector to take and watch your system more competitive and strategic. However, these reforms are not accompanied with definitions of strategic management of information and knowledge that are fundamental aspects for the prevention and mitigation of gender illegal tax. |
