Abstract: | O controlo orçamental assume-se como ponto de partida para o desenvolvimento
do Balanced Scorecard (BSC). Dada a escassez de trabalhos sobre BSC em
instituições sem fins lucrativos e públicas, este trabalho procurou ser um trabalho
de reflexão para identificar a missão, visão e valores da uma instituição pública na
aplicação do BSC.
A estratégia surge nesta sequência lógica e constitui o tema central do BSC. Sem
estratégia o modelo não faz sentido nem a organização faz sentido sem estratégia.
Serão também analisados outros conceitos como: perspetivas, objetivos,
indicadores, métricas, iniciativas e relações de causa-efeito.
O presente relatório de estágio visa o desenvolvimento do BSC em municípios,
com especial ênfase no caso de Arganil, utilizando como metodologia o estudo de
caso. O estágio teve lugar na Divisão do Departamento de Administração Geral e
Financeira da Câmara Municipal de Arganil (CMA) e está inserido no plano de
estudos do Mestrado em Gestão da Universidade de Aveiro.
Em conclusão é possível verificar-se a adaptabilidade do BSC original às
organizações públicas. A missão, visão e princípios devem estar situados no topo
do modelo e a estratégia deve ocupar um lugar central, devendo estar interligada
com todas as perspetivas.
Quanto às perspetivas, a que se apresenta como principal é a perspetiva de
munícipes, depois a perspetiva de processos internos, de conhecimento e
aprendizagem e, por fim, a perspetiva financeira. Management control plays a key role in the development of the Balanced Scorecard (BSC). Given the scarcity of research about BSC in non-profit and public institutions, this work aimed at sparking the reflection to identify the mission, vision and values of a public institution in the application of the BSC. The strategy arises in this logical sequence and constitutes the central subject of the BSC. Without strategy neither the BSC model makes sense nor the organization makes sense without strategy. Other concepts as perspectives, objectives, indicators, metrics, initiatives and causal relations will be analyzed as well. The present internship report aims at the development of the BSC in municipalities, with special emphasis in case of of Arganil, utilizing as methodology the case study approach. The internship took place in the Division of the Department of General Administration and Finance of the town council of Arganil (CMA) and is part in the plan of studies of the Master in Management of the University of Aveiro. In conclusion it is possible to verify the adaptability of the original BSC to public institutions. The mission, vision and principles, according to what was found in the case study, must be situated in the top of the model and the strategy should occupy a central role, being interconnected with all the perspectives. Regarding the perspectives, the most important one was the users perspective, being followed by the internal processes perspective, the knowledge and learning perspective and, finally, the financial perspective. |
