The use of information and communication technologies (ICT) in Timorese higher education, more specifically at the National University of Timor Lorosa’e (UNTL) is not yet common. Bearing in mind this reality and at a time when the use of ICT to support the teaching and learning processes is already a common practice in higher education institutions in many countries, it is important to understand the Timorese reality. Thus, this paper analyses and describes the problems and benefits experienced by students and teachers using ICT and in virtual learning environments, in support of the teaching and learning process of the Engineering, Science and Technology School at UNTL. As a central instrument in the data collection process, questionnaires were organised and structured. 112 students and 20 teachers from degrees in Civil Engineering, Mechanical Engineering, Electrical and Electronic Engineering, Computer Engineering, and Geology and Petroleum answered to these questionnaires. This work is a first approach in order to characterize the context and the institutional interests within technologies. The results also show a significant lack of knowledge, access and use of digital resources mainly by students. The technical conditions are also indicated as limiting factors of regular use. Essentially, the study adds important information to support a prototype model in the future and to establish a platform to create a first effective digital bridge between students and teachers.
