O turismo e a cultura enquanto estratégias de regeneração de centros históricos : o caso de Alcácer do Sal

Abstract

As cidades sempre desempenharam um papel preponderante na história das civilizações e é reconhecido o seu contributo na promoção de valores como a coesão social, a identidade e a diversidade cultural. Estas forças dinamizadoras do território nacional e regional têm sido afectadas por constrangimentos, aos quais nem sempre têm conseguido responder de forma sustentada. Procura-se olhar de forma integrada e multidisciplinar para estes espaços, em especial para os centros históricos, sendo que o presente estudo tem como pergunta de partida: Pode ou não o desenvolvimento cultural equilibrado com o incremento do turismo, servir de suporte à regeneração dos centros históricos? Para tal, tomou-se a cidade do Alentejo Litoral: Alcácer do Sal como caso de estudo e após identificação das particularidades do seu centro histórico, percebeu-se que existem condições para a produção cultural (oferta) e que o turismo pode contribuir para o seu consumo (procura). Foram assim estabelecidas as bases para o processo de regeneração urbana, conciliando estes dois conceitos. Em função dos objectivos da investigação escolheu-se inquirir os responsáveis máximos das instituições privadas e públicas que se considerou possuírem interesses num processo de reabilitação do centro histórico da cidade de Alcácer. Dado que a população possui uma dimensão reduzida, incluiu-se a sua totalidade (tendo sido definidos estratos da população) e das 30 entidades contactadas cerca de 96% concordaram participar no estudo. A maioria dos inquiridos foi sensível aos inúmeros aspectos que compõem uma intervenção em espaço urbano e revelou que seria importante participarem numa parceria que tivesse como objectivo a revitalização da área, tendo apontado razões de diversa ordem. Percebe-se que estão criadas as condições para o estabelecimento de bases para uma acção concertada que desenvolva e implemente uma estratégia de revitalização no centro histórico de Alcácer e que beneficie os vários intervenientes na urbe.

ABSTRACT: Cities have always played a leading role in the history of civilizations and are recognized for its contribution in the promotion of values and social cohesion, identity and cultural diversity. These driving forces of the national and regional territory have been affected by several constraints and the response has not always been sustained. We seek to look at these spaces in an integrated and multidisciplinary way, mainly concerning historical centres. The question underlying this research work is: Can or can’t cultural balanced development, with the increase of tourism, support the regeneration of historical centres? In order to answer this, we looked at a coastal city in Alentejo: Alcácer do Sal. After identifying the particularities of its historical area, we realized that there are conditions for the cultural production (supply) and that tourism can contribute to its consumerism (demand). The process of urban regeneration in this small town was based on the reconciliation of those two concepts. Due the goals of this research, we chose to include those people responsible for private and public institutions, who are supposed to have special interests in the process of rehabilitation of Alcácer’s historical centre. Concerning the low population density we decided to include all the individuals, and from the thirty entities we contacted, about 96% agreed to take part in the study. Most respondents were sensitive to many aspects of the regeneration process in the urban space. Pointing out several reasons, they showed that it is important to take part in a partnership, which main goal is the revitalization of the area. It was understood that there are conditions required for the establishment of foundations for a concerted action to develop and implement a strategy to revitalize the historical centre of Alcácer and improve the quality of life of all the people involved.
