Transparência económico-financeira dos municípios portugueses

Abstract

Num estado democrático, os cidadãos precisam de informação para que possam proceder à fiscalização, responsabilização e punição dos actores políticos. Sendo assim, é necessário que os governantes eleitos sejam transparentes, isto é, que disponibilizem informação de forma atempada, acessível e compreensível. O conceito de transparência assume maior relevância ao nível do poder local devido à proximidade entre os actores políticos e os cidadãos. Neste sentido, este trabalho tem dois objectivos: o primeiro consiste em analisar se os 308 municípios portugueses disponibilizam nos seus websites a informação económico-financeira a que estão obrigados pela lei das finanças locais (lei n.º 2/2007 de 15 de Janeiro) tendo por base os resultados obtidos no Índice de Transparência Municipal no ano de 2013; o segundo objectivo consiste em perceber quais as variáveis económicas, políticas e sócio-demográficas que influenciam a divulgação da informação. Para isso recorreu-se numa primeira fase à análise bivariada e numa segunda fase à análise multivariada de forma a perceber quais os efeitos simultâneos das variáveis nos níveis de divulgação da informação.

In a democratic state, the citizens need information so they can perform surveillance, accountability and punishment of the political actors. Therefore, it is necessary transparency from the elected leaders, i.e., that they provide information in a timely, accessible and understandable manner. The concept of transparency is more relevant to the local government level due to the proximity between the political actors and the citizens. Therefore, this paper has two objectives: the first is to examine whether the 308 Portuguese municipalities make available on their websites the economic and financial information as they are obligated by the local finance law (Law No. 2/2007 of 15 January) based on the results obtained from the Municipal transparency Index in 2013; The second objective is to understand which economic, political, and socio-demographic variables influence the dissemination of information. To this ends, we resorted initially to a bivariate analysis and in a second phase to a multivariate analysis in order to understand which are the simultaneous effects of variable at the level of the dissemination of information.
