Abstract: | As regiões fronteiriças (NUTS III) cobrem uma parte significativa do território da
União Europeia. Em 2007, viviam nestas regiões cerca de 196 milhões de
pessoas, totalizando quase 40% da população. Estas regiões, em regra,
apresentam profundos desequilíbrios provocados pela sua situação periférica,
levantando um conjunto de desafios às autoridades nacionais e europeias e
proporcionando oportunidades de cooperação transfronteiriça.
A política de cooperação transfronteiriça está em ação na União Europeia
desde 1991 e procura contribuir para o desenvolvimento, quer social, quer
económico, das regiões fronteiriças, promovendo a eficiência económica e
melhorando a coesão territorial. Passados mais de vinte anos, torna-se
relevante analisar o processo de convergência das regiões fronteiriças da
Península Ibérica, ao nível das NUTS III. Para tal, recorreu-se a um modelo de
econometria espacial, avaliando-se o percurso de desenvolvimento destas
regiões e procurando inferior se as mesmas convergiram ou divergiram, face
às restantes regiões portuguesas e espanholas. The border regions (NUTS III) cover a significant part of the European Union territory. In 2007, in these regions lived about 196 million people, reaching almost 40% of the population. These regions, as a rule, present profound imbalances caused by their peripheral location, raising a number of challenges to national and European authorities and providing opportunities for crossborder cooperation. Since 1991, the process of cross-border cooperation in the European Union aims to support the development, both social and economic, of the border regions, promoting economic efficiency and improving territorial cohesion. Twenty years passed, it becomes important to analyze the convergence of frontier regions of the Iberian Peninsula (NUTS III), using a model of spatial econometrics and evaluating the development path of these regions, seeking to infer whether they converged or diverged from the remaining Portuguese and Spanish regions. |
