Abstract: O presente trabalho tem como objectivo dar a conhecer de que forma o contexto social e a implementação do Rendimento Social de Inserção influenciam o número de agregados familiares beneficiários do RSI. Inicialmente apresenta-se a revisão da literatura, onde se procura contextualizar a questão da pobreza e do RSI, no sentido de se conhecer estas duas questões e se perceber melhor o contexto da investigação. Segue-se a apresentação das políticas sociais estabelecidas em Portugal, especificamente a medida do RSI. Por fim, é apresentado o RSI no contexto português e nos distritos de Aveiro e de Viseu. Para se compreender os factores que estão por detrás da existência de um maior número de agregados familiares beneficiários do RSI, é desenvolvido um estudo de caso em duas freguesias similares. Uma situada no concelho de Aveiro (Nossa Senhora de Fátima) e outra no concelho de Viseu (Torredeita). Para analisar estes factores são tidas em consideração duas hipóteses: Será que o maior número de agregados familiares beneficiários do RSI na freguesia de Torredeita face à freguesia de Nossa Senhora de Fátima se deve ao contexto social? Ou será que o maior número de agregados familiares beneficiários do RSI na freguesia de Torredeita face à freguesia de Nossa Senhora de Fátima se deve à implementação da medida? Para responder a estas duas hipóteses, inicialmente, são apresentados os dados do INE a fim de se perceber o contexto social das duas freguesias supracitadas. Posteriormente são apresentadas as entrevistas aplicadas aos membros do Núcleo Local de Inserção dos concelhos de Aveiro e Viseu com intervenção nas freguesias de Nossa Senhora de Fátima e Torredeita. Com este estudo concluímos que a implementação da medida é um factor a ter em consideração quando se procura avaliar a existência de um maior número de agregados familiares beneficiários do RSI na freguesia de Torredeita face à freguesia de Nossa Senhora de Fátima. Contudo, o contexto social é o elemento fundamental que explica a diferença existente no número de beneficiários. Desta forma, a primeira hipótese apresenta maior relevância do que a segunda. Mesmo que a medida seja bem implementada, não significa que as famílias beneficiárias do RSI usufruam de respostas do meio que as levem à autonomização.
The objective of the following study is to reveal which way the implementation of Social Integration Income (RSI) and the social context influence the number of families supported by RSI. We start by presenting the literature review, which seeks to contextualize the issue of poverty and the RSI in order to understand the context of the research. After that we present the social policies established in Portugal, specifically the RSI. Finally, the RSI is presented in the Portuguese context and in the districts of Aveiro and Viseu. To understand the factors that underlie the existence of a larger number of families supported by RSI a case study is developed focusing on two similar civil parishes. One located in the municipality of Aveiro (Nossa Senhora de Fátima) and another in the municipality of Viseu (Torredeita). To analyze these factors two hypotheses are taken into account: Does the social context influence the existence of a larger number of families supported by RSI in the civil parish of Torredeita in contrast to the civil parish of Nossa Senhora de Fátima? Or does the higher number of RSI beneficiaries families in the civil parish of Torredeita in contrast to the civil parish of Nossa Senhora de Fátima result from the implementation of the policy? To answer these two hypotheses, initially, we present the INE (National Data Base) data to understand the social context of the two civil parishes. Next, we present the interviews that were made to NLI (Local Core Integration) members of Aveiro and Viseu that work within the civil parishes of Nossa Senhora de Fátima and Torredeita. With this study we verify that the implementation of the policy is an important factor to take into account. However, comparing the evaluation between the civil parishes of Torredeita and Nossa Senhora de Fátima we conclude that the social context is the key element to explain the difference on number of beneficiaries. Thus, the first hypotheses appears to be more relevant than the second. Even if the policy could be implemented successfully, it doesn´t mean that the beneficiaries are able to achieve a stats of autonomy.
