Educação básica, poder local e reorganização da rede escolar : um caso

Abstract

Em pouco mais de trinta anos, desde o 25 de Abril de 1974, a sociedade portuguesa sofreu uma rápida evolução, e uma sociedade em transformação exige a actualização das estruturas educativas. As novas exigências feitas à escola e os novos contornos de organização, quer físicos quer administrativos, tornam necessária uma análise e uma interpretação. A rede escolar apresenta enormes assimetrias geradas principalmente pelo declínio no número de alunos que se tem vindo a verificar de há uns anos a esta parte. Desta forma, com este estudo pretende-se analisar a reorganização da rede escolar num concelho e compreender como esta realidade é vista pela comunidade educativa, isto é, pretende-se identificar/estudar as representações sociais sobre as medidas tomadas, assim como, analisar o papel do poder local. Para uma melhor compreensão deste problema torna-se necessário reflectir sobre a importância/funções da Educação Pré-Escolar e do 1º Ciclo do Ensino Básico e questionar as causas do encerramento de muitas escolas, um dos aspectos mais mediáticos da reorganização da rede escolar em curso. Para tal optámos pela realização de um estudo de caso num concelho do centro-norte do país, com recurso à análise quantitativa e qualitativa proporcionada por dados recolhidos através de inquéritos por questionário, entrevista e análise documental. Este estudo confirma a necessidade de um maior aprofundamento sobre a forma como o poder local assume o seu papel na educação, consequência do aumento das suas competências. Com a elaboração desta dissertação pode concluir-se, no caso estudado, que o município tem ainda um longo caminho a percorrer no que diz respeito às competências e respectiva intervenção na área da educação. Muito embora a legislação elaborada recentemente esclareça melhor o papel das autarquias, este ainda é um espaço de grande ambiguidade, situação que pode ser agravada devido à falta de recursos (humanos e materiais) de algumas autarquias.

ABSTRACT: In just a little more than thirty years, since the 25th of April of 1974, the Portuguese society experienced a quick evolution and a society which is in transformation requires educative structures update. The new demands done to the school and the organization shapes, either human or managerial, claim the need of an analysis and as explanation. The school net shows huge asymmetries resulting mostly from the declining of the number of students that has been being verified in the past few years. This way, with this study we intend to examine the school net reorganization in a locality and understand how this reality is seen by the educative community, this is, we aim to indentify/study the social representations about the taken measures, as well as, to investigate the local power role. To better understand this problem, it is necessary to think about the importance/functions of the Kindergarten School (“Pré-escolar”) and of the Elementary School (“Escola do 1º ciclo do Ensino Básico”) and questioning the causes of closing of lots schools, one of the aspects more broadcasted of the in progress net school reorganization. For that we choose a study of a case in one locality of the middle-north of the country, with the help of a quantity and quality analysis given by selected data trough the questioning enquires interview and documental analysis. This study confirms the need of a bigger deepening about the way that the local power assumes its role on the education, a consequence of the enlargement of its competences. Building up this dissertation one can conclude, in the studied case, that the locality still has a long way to run in what concerns the competences and related intervention in the education area. Although the recent laws better clarify the role of the local administration, this is still an area of great uncertainty, situation that can be even worse due to lack of (human and material) resourses of some local administration.
